Minutes of a Ordinance & Zoning Committee Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, July 10, 2012.

Alderman O'Donohue called the meeting to order at 6:00 p.m.

Members of the Ordinance & Zoning Committee present were Chairman Alderman O'Donohue, Vice Chairman Alderman Hoinacki, Alderman Tibbs, Alderman Anderson, and Alderman Neitzel. Also present were Alderman Armbrust, Alderman Bacon, Alderman Busby (arrived at 6:50 p.m.), Alderman Horn, and Alderman Wilmert. Department Heads present were Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Jackson, Police Chief Greenslate, EMC/American Water Manager Mr. Palmer (he arrived at 6:44 p.m.), and Fire Chief Miller (he arrived at 6:33 p.m.). Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo (he arrived at 6:44 p.m.), and Recording Secretary Mrs. Riggs.

The meeting was to discuss the On Street Parking for trailers.

Alderman O'Donohue said some wanted more lienent translation. Alderman Wilmert wanted the setback requirements. Mr. Lebegue said it deals with setback of the front yard property line. Alderman Wilmert said allow as long as there was gravel or something there to park on as long as it was not grass. Alderman Tibbs said the front yard of your property is not paved. Mr. Lebegue said it has to be on all weather surface. Alderman Bacon said they were talking about the driveway and letting the people park boat or trailer in your driveway and it was not fair. It was agreed that as long as it has an all weather surface to go in their driveway or beside the house not necessarily on the front yard. Alderman Neitzel said they should be on the driveway or beside the driveway. Mr. Lebegue said you have to consider the corner lots make this a little more complicated and if it was made adjacent or directly beside.

There was some discussion about right of way issues. The setback is 25 feet from the street in front of the home. Alderman O'Donohue said he was getting the allowing to park in the driveway or in an adjacent all weather approved parking surface. Mr. Lebegue said as long as it lines up with the property line and may have to look how wide the width of the driveway and the adjacent lot. Police Chief Greenslate agreed that people should be able to do things on their property and there is a reasonableness. Alderman Armbrust said when they purchased their fifth wheel and motor home talked with neighbors. Alderman Wilmert didn't feel that the idea is to be the less intrusive.

Mr. Lebegue said RV's are typically handled separately versus other types of vehicles such as trailers and boats. Everyone agreed that trailers are generally 10 feet.

Alderman O'Donohue said one adjacent spot up to 10 feet wide. Recommendation is to be appropriate parking except for RV's to allow parking trailer, boats or other personal property on their driveway or on an adjacent all weather approved material. The second is that there would be no parking in the streets for trailers which was the recommendation from the last meeting.

Alderman Neitzel said allow the additional 10 feet then it should be approved by the Zoning Office. All committee members agreed to that.

Video Gambling

Shawn Taylor of Logan Lanes was present and handed out video gaming notes (4 pages).

73 companies in Illinois are licensed for video gambling. Has to be a licensed liquor establishment other than a truck stop.

Alderman Neitzel didn't believe in gambling but if they don't the town could dry up.

Alderman O'Donohue said the committee's recommendation is to change the current ordinances to allow video gambling under the video gambling act.

Alderman Neitzel, Alderman Tibbs agreed with the recommendation. Alderman Hoinacki said he knew that several months before there were opponents to the video gambling and felt they should be able to be heard before they vote on it.

Alderman O'Donohue said there is a packet of information from Mayor Snyder. There will be another meeting to have people to discuss.

Alderman Busby apologized for being late. They are already gambling and we will be losing the license money.

Alderman O'Donohue said the Illinois Gaming has a cap of $25.00 for the license.
