Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 16, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:01 p.m. City Clerk Mrs. Gehlbach called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Also present were Fire Chief Miller, City Engineer Mr. Mathon, Safety and Building Officer Mr. Lebegue, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Mayor Snyder, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

Dustin Fulton came regarding Together For Lincoln. He had a handout and gave the date for Saturday, September 29, 2012. There is also a weatherization program this year that there is an application is due August 1, 2012 with a grant being received for up to $8,000.00 and because it is a grant they have to know where the money is being spent. Home Improvement Applications are due August 22, 2012. A volunteer sign up form is included in the packet.

 

Richard Sinks was present to discuss on street trailer parking. Alderman O'Donohue said they were only addressing the trailers and not the RV's.

 

New Business/Communications:

Swearing in Full Time Police Officers Aaron Pickett and Miles Craig

 

City Attorney Mr. Blinn Bates swore in Miles Craig. City Attorney Mr. Blinn Bates swore in Aaron Pickett.

Approve minutes of the June 18, 2012 and July 2, 2012 Regular City Council Meetings, November 29, 2011, December 13, 2011, January 10, 2012 and June 12, 2012 Committee as a Whole Meetings, December 13, 2011 Public Hearing,June 12, 2012 (changed from July 2, 2012 that was on agenda) Ordinance & Zoning Committee meeting, and July 2, 2012 Finance Committee Meeting

Petition by Home Sweet Homes Ministries requesting permission to place a construction dumpster and and a storage POD in the City of Lincoln's parking lot directly North of the Mission Mart store from Friday, July 20, 2012 until Saturday, July 28,2012, pending proof of insurance

Approval of block party application for the Full Gospel Evangelistic Church at 426 N. Monroe Street on Saturday, September 1, 2012 from 1:00 p.m. to 6:00 p.m., which includes the blocking of the 400 Block of N. Jefferson (petition calls for N. Monroe not N. Jefferson per Alderman Hoinacki and it should be N. Jefferson)

 

Alderman Anderson moved to approve as presented and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

 

Ordinance 2012-747 Appropriations FY 2012/2013

 

Ordinance 2012-748 Permitting Video Gaming complying with the Illinois Video Gaming Act within the City Limits of the City of Lincoln

 

The two above items were being held until July 24, 2012 at the Adjourned City Council Meeting.

City Treasurer Mr. Conzo gave an oral report for June, 2012 and the report is also on file.

New Business/Communications:

Approval of annexation of five acre parcel to the City of Lincoln

 

This item will be held until July 24, 2012

 

Approval of proposed letter of support for Brinshore Development housing development

 

Alderman O'Donohue moved and Alderman Horn seconded it. Alderman Wilmert asked if this would require the City to follow through with the project pending acquisition of the real estate or just a letter of support. Mayor Snyder said the last paragraph of the letter says “contingent upon securing the necessary financing and the approval of the City Council” and the letter goes to the Executive Director of Illinois Housing Development. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of emergency purchase of Fire Apparatus

 

Alderman Horn moved to approve the emergency purchase of a new Pierce fire engine Model No. 24205AD at a cost of $368,800.00 with a $3,000.00 trade in bring the cost to $365,800.00 the truck meets all the specs, has 1,000 gallon tank, and is the color that our department uses and will use $300,000, from the GO Bond and the rest being covered by a loan of $65,800.00 from Illini Bank at a rate of 2.75% for five (5) years and the $3,000.00 from the trade in and will have immediate delivery within 40 days and Alderman Anderson seconded it. Alderman Anderson was OK with the financing. Mr. Conzo explained the GO Bond that they are borrowed money to finance things and each have an expiration date with this one being December 13, 2013. Mr. Conzo said during that time the City can make expenditures for capital expenditures and it can only be used on certain items.

 

Alderman Horn said gave the following information: built in Florida, company will pay for two (2) men to inspect and drive the engine in Florida and two (2) men to go to Florida to do the final inspection before it is delivered, all training for the new truck is included in the price, Fire Chief Miller has applied for a grant to help with the purchase but the results will not be in until late August, money will be saved by buying it now due to the price always going up, and there are new standards that go into effect on August 1, 2012. The new emission standard adds $4,000.00, new airbag standard will add $11,000.00 and that goes for new or used trucks.

 

Fire Chief Miller said that due to the emergency of this truck they need the early delivery and with the dry weather and fires on the rise the new truck is needed.

Approval of emergency purchase of Fire Apparatus

 

City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), two nays (Alderman Bacon and Alderman Busby), and none absent; motion carried.

 

Approval to instruct City Attorney to draft Ordinance Amending prohibition of parking trailers on City streets

 

Alderman O'Donohue said he had recommended by the Ordinance Committee that the City ban the parking of trailers on City streets and had a mock up of an Ordinance not allowing parking on streets as a starting place and knew there were several Aldermen that were opposed to it completely but this is what he had so far. Alderman O'Donohue said no trailer parking will be allowed on the City streets with the exception for giving time for this trailer to be loaded or unloaded and if they wanted to have not to exceed x amount of hours in the rule that was something that they could do and wanted to add to the exception of the no parking policy could be given by the ordinance zoning department for special needs or special cases, construction and that type of stuff. Alderman O'Donohue said that had to be his motion and Alderman Tibbs seconded it.

 

Alderman Busby felt if there was an hour put to it that it would be difficult to enforce and it takes different amount of time for different cargo. Alderman Wilmert said that he has voiced his opinion and that the ordinance should be kept as it is and would not approve it as is. Alderman Bacon said she would not vote for it with it being more restrictive. Alderman Armbrust didn't think the City had time to be a time keeper. Alderman Anderson agreed that the 72 hour rule that the City has had hasn't worked. Deputy Police Chief Geriets said the police department would do whatever is decided. Alderman Hoinacki felt that it should go back to the committee for more discussion. Alderman Neitzel agreed that it needed to go back to committee for more discussion.

 

City Clerk Mrs. Gehlbach called the roll call. There were one yea ( Alderman Tibbs), nine nays (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert) and none absent; motion carried.

 

Approval to instruct City Attorney to draft Ordinance to allow off street parking of trailers in driveways and adjacent space

 

Alderman O'Donohue moved to remove from agenda and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), two nays (Alderman Bacon and Alderman Wilmert), and none absent; motion carried.

Announcements

 

FAQ for the Fire Department

 

A 6:00 p.m. for the Ordinance Committee will be held on July 24, 2012 for the Video Gambling Ordinance and no other issues.

 

Fire Chief Miller said a person to sign the contract and hold the truck that the fire department is looking at purchasing.

 

Alderman Busby moved to adjourn the meeting to 7:00 p.m. on Tuesday, July 24th and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 7:53 p.m.
