Minutes of a Ordinance & Zoning Committee Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, July 24, 2012.

Alderman O'Donohue called the meeting to order at 6:00 p.m.

Members of the Ordinance & Zoning Committee present were Chairman Alderman O'Donohue, Vice Chairman Alderman Hoinacki, Alderman Tibbs, and Alderman Neitzel. Also present were Alderman Armbrust, Alderman Bacon, Alderman Busby (he arrived at 6:02 p.m.), Alderman Horn, and Alderman Wilmert. Department Heads present were Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Jackson, Police Chief Greenslate, EMC/American Water Manager Mr. Palmer (he arrived at 6:44 p.m.), and Fire Chief Miller. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

There were four Ordinance Committee members present (Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) and one absent (Alderman Anderson).

The meeting was to discuss video gaming.

Alderman O'Donohue said each person had five (5) minutes.

Dick Anderson of Logan Post #263 of the American Legion, Lincoln, Illinois spoke in favor of video gaming. Robin McCallen spoke against video gaming. Bob Benedict spoke in favor of video gaming. Anita Bedell, Executive Director of Illinois Church Action on Alcohol and Addition Problems spoke against video gaming. Gerald Carter at 110 Campus View Drive, Lincoln spoke against video gaming. Jim Killebrew, 145 Eaton Drive, Lincoln spoke against video gaming. Larry Crawford, Pastor of Open Arms Christian Fellowship, spoke against video gaming.

Dustin Fulton, Pastor of Jefferson Street Christian Church had two handouts and spoke against video gaming. Mr. Fulton spoke about the former City employee who had embezzled $46,650.00 because of a gaming problem.  

City Treasurer Mr. Conzo asked to have in the record that the former employee in the example of the City of Lincoln that Mr. Fulton spoke about had paid full restitution for that amount.

Bob Tumbleson spoke in favor of video gaming. Shawn Taylor spoke in favor of video gaming and said he has a petition signed by 492 people in favor of video gaming. Greg Wooten, 215 Mayfair Drive, Lincoln spoke against video gaming. Andi Hake, Lincoln/Logan Chamber of Commerce spoke in favor of video gaming. Tony Shuff, Acting Director of the Salvation Army, locally spoke against video gaming. Melissa Newhouse spoke in favor of video gaming.

The Ordinance and Zoning Committee Meeting Adjourned at 6:45 p.m.
