City Council Committee's Meeting

September 27, 2011

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, September 27, 2011.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Police Chief Greenslate, Dave Kitzmiller for EMC, and Safety & Building Officer Mr. Lebegue. Also present were Mayor Snyder, City Clerk Mrs. Martinek, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

The Pledge was recited by all.

Mayor Snyder passed out the following:

   1. Logan County mobile pantry announcement will be at the Lincoln/Logan Food Pantry on Thursday, October 6, 2011

  1. 2.Petition to Gov. Quinn to keep Logan Correctional Center open

Mayor Snyder said an economic impact study had been released for the entire state.

Alderman Neitzel said there would be a community night at Allison Park tomorrow night at 3:30 p.m. with food being served and will be like a block party.

Mayor Snyder also gave the following announcements

   Tomorrow night the Economic Development Partnership is having a meeting about the electric aggregation.

   Tomorrow at 12:30 p.m. there will be an announcement by the City and the hospital concerning the old hospital site on 8th Street.

Saturday is the Mill car cruise from 11:00 a.m. to 4:00 p.m. a fundraiser for The Mill.

   Saturday, October 29, 2011 Landmarks, Illinois will be awarding their 2011 Richard H. Dreyheus Foundation Preservation Awards and this year the Scully Building here in Lincoln has received the Rehabilitation Award.

   Passed out a copy of a letter from Michael Stedd regarding the Illinois Commerce Commission sending a letter to Union Pacific Railroad and the proper repair of the railroad crossing is done.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she did not have a report.

Mayor Snyder said the 3rd Street property clean up is moving forward.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said Mr. Kitzmiller passed out a letter to everyone and was a big surprise to them regarding Keokuk Street and it being the City's and the City will have to pay something. The City will repay Frontier. Illinois American Water wanted to do work since it was already open.

Mr. Mathon said they did not have a definite date for the repair work on the roof because the company is tied up with another project. Mr. Mathon is serving as the architect.

Alderman Busby said Chris Johnson emailed him with regard to a meeting. Mayor Snyder said he would work out a time and they did have the signed contract back for the water shut off.

Police:

Chairman Alderman Hoinacki said he had a petition from St. John's United Church of Christ to close the alley on October 15, 2011 and asked to have that on the Consent Agenda.

Alderman Hoinacki said he had a request from Main Street Lincoln for the parade on November 25, 2011 at 5:30 p.m.

Streets & Alleys:

Chairman Alderman Neitzel said she did not have report.

Mayor Snyder wanted to talk about the traffic signals. There is a concern about not all the downtown stop lights are blinking and people drive through. He was inclined to make them all four way stops. It will be on the Consent Agenda for them to all be uniform and asked to have that on the Consent Agenda for the lights to be blinking.

There was a discussion about the brick streets restoration, pull out the concrete patch and put bricks back in, and when a new surface might be required. It was felt the bids should be rejected.

There was a discussion about the bids that had been tabled and other options.

Mayor Snyder said he talked with John Blackburn who is looking to add to his business and wants additional parking. If the Street Department does the work there would be a huge savings for approximately $15,400.00 to get angle parking for increased traffic for the high speed rail.

An issue with a right of way on Hickox Drive has arisen for property on the Southwest corner. IDOT cannot vacate to an individual. This is for 4 corners lube and they got a county permit and placed a foundation on the state's right of way.

Ordinances & Zoning:

Chairman Alderman O'Donohue said he did not have a report for the Ordinance Committee.

Alderman O'Donohue said he wants a formal update on the status of collections from the City Clerk.

The City Administrator is ready to go as far as getting the proper notifications out and Mr. Dave Anderson has offered to help and his services would be $150.00 per hour not to exceed $5,000.00. Mayor Snyder said Mr. Anderson would help assist with screening, interview tools, schedule interviews and work to narrow the field. Alderman Hoinacki wondered if there was something that needs to go on the agenda.   It was decided to put on the Consent Agenda the approval for placement of advertisements for City Administrator.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had a petition for sidewalk at 721 Tremont Street by Mark D. Hayes with the work to be done by and at the expense of the city. He asked to have it on the Consent Agenda.

Alderman Armbrust said they would stop taking petitions due to the budget and will start accepting them again at the end of April.

Sanitation/Technology:

Chairman Alderman Wilmert said the following recycling dates are as follows:

   Saturday, October 1 from 9:00 a.m. to noon is the electronics recycling at the Fairgrounds

   Saturday, October 8 from 9:00 a.m. to noon the shredding with a limit of 5 bags

   Saturday, October 8 will also be the glass recycling (last for the year)

Insurance:

Chairman Alderman Bacon said she did not have a report.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(5) to discuss acquisition of property and Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:17 p.m.

The meeting returned to regular Session at 8:36 p.m. City Clerk Mrs. Martinek called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Fire Chief Miller and City Engineer Mr. Mathon were present. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

Mayor Snyder said they will debrief on October 3, 2011 regarding the conference.

Mayor Snyder asked to have on the agenda to accept the deed on the property.

Mayor Snyder said they needed to put the concept plan by Prairie Engineers on the agenda. The costs are covered for this and there will be a public meeting for ideas. He would like to have it all wrapped up by February 2012.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:41 p.m.
