City Council Committee's Meeting

October 11, 2011

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, October 11, 2011.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Police Chief Greenslate, Dave Kitzmiller for EMC, and Safety & Building Officer. Also present were Mayor Snyder, City Clerk Mrs. Martinek, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

The Pledge was recited by all.

The new Courier person is Nicole Harber

The Mayor asked for the Committees' Issues to be Presented:

Insurance:

Chairman Alderman Bacon said she did not have a report.

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said they had received a grant for trees.

Mr. Jackson said they were awarded a grant for $3,000.00 for planting trees and thanked City Engineer Mr. Mathon and Fire Chief Miller for helping with the grant. Alderman Wilmert said Wilmert Tree Farms has plenty of trees that they would like to donate to the City.

Ordinances & Zoning:

Chairman Alderman O'Donohue said he did not have a report for the Ordinance Committee.

Alderman O'Donohue said they had put the ad in for the City Administrator and already received 4 applicants and will go through November 7th.

Alderman O'Donohue said he knew Alderman Busby was working on the water shut off issues, he was concerned and wanted the City Clerk Mrs. Martinek to help out with this. Did not like the results from collections. He said there were only three out of the 22 that had been sent out. Know there are some staffing issues and didn't think they had the luxury to wait or not do the shut offs when we saw we're going to do them. Wants everything in place for when they go to Illinois American Water that the City Clerk's office will be ready to handle it.

Mrs. Martinek said out of the 22 that were selected some did pay and one the property sold and the City got the money that way.

Alderman O'Donohue wanted the status updated of the 22. He wasn't sure what happened but it was not on the agenda last week to discuss and wants it on next week's agenda.

Alderman Busby said there will be a meeting on Monday with Chris Johnson, Dean Schonour, the attorney and Mayor Snyder and himself at 3:00 p.m. The current penalty is 10% and then $25.00 each month after. Alderman Neitzel thought there should be something more reasonable. Mrs. Martinek said part of the reason they have not gone away from the post cards because of lack of personnel and need one more person in that department. Alderman Wilmert said he could help looking at software.

Mrs. Martinek said there are over 6,000 customers for the sewer, do payroll, accounts payable, accounts receivable, all licenses go through the office, workers comp and any insurance and she has one full time and two part time people. The training on the new system has not happened due to personnel issues.

Streets & Alleys:

Alderman Neitzel said she needed to put the landscape waste will be open on October 25 on the agenda under communications. There was a notice of leaf collection dates for each ward. There is a fee for blowing their leaves in the streets.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said he had good news regarding the last repair on Keokuk Street didn't cost as much as the last one. Mr. Kitzmiller said the cost was $9,700.00. Alderman Busby asked to have that on the agenda.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs asked Mr. Mathon if the connection to Top Quality had been done. Mr. Mathon said he had and the sheet metal crews are tied up on a job and thought it would be completed in two weeks and will be up here after that.

Fire/Water & ESDA:

Chairman Alderman Horn said the fire department needed to move money. Fire Chief Miller said he needed to move money for some turnout gear approximately $2,300.00. Alderman Horn asked to have it on the agenda.

Fire Chief Miller said he had received a Thank You letter from Together for Lincoln several guys came in and went in to approximately 40-50 homes checking smoke detectors, changing and replacing smoke detectors.

Finance, Policy and Procedure:

Chairman Alderman Anderson said she, Mayor Snyder, and Mr. Conzo met with the auditor and the final audit should be in shortly.

Mayor Snyder said he needed to add to the agenda Friday, July 21 Paint Lincoln Pink, the Courier is planning a downtown concert for the area behind Characters Pub. Need approval for special event and approval for liquor being sold in that event. Mr. Bates said the Courier needs an event license.

Mayor Snyder said Thursday the big day will be the March for Logan Correctional Center at 4:00 p.m. downtown on the Arcade side.

Mayor Snyder said Thursday at 7:00 p.m. there is a public meeting for the health park at Central School in the cafeteria.

Saturday is a tailgate for the community for the United Way and also Germanfest is all day from 11-3.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel and 5 ILCS 120/2(c)(2) to discuss collective bargaining and Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 7:44 p.m.

The meeting returned to regular Session at 8:26 p.m. City Clerk Mrs. Martinek called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

It was asked to have on the agenda to ratify the hiring a part time person for the Clerk's Office.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:26 p.m.
