Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 6, 2012.

 

Mayor Pro Tem Busby called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Bacon). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Palmer, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

New Business/Communications:

Approval by the Council to appoint a temporary chairman

 

Alderman O'Donohue moved to appoint Mel Anderson as temporary Mayor Pro Tem for the next two meetings and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, one abstention (Alderman Anderson) and one absent (Alderman Bacon); motion carried.

 

Update of the Art & Balloon Festival from the Chamber of Commerce. There was no one present to give an update.

 

Public Participation:

Mr. Jack Owens talked about trailer parking.

 

Temporary Chairman Anderson called for the Consent Agenda by Omnibus Vote:

Petition by Kathy Vinyard to block the traffic through the viaduct on W. Kickapoo Street and 1st and College Sts on Friday, August 17, 2012 and Saturday, August 18, 2012 from 8:30 a.m. to 6:00 p.m. each day to finish the Viaduct Street Art Project

Petition for replacement of steps from City sidewalk to street at 810 Wyatt Avenue by Brian Messner with work to be done by and the expense of the owner.

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Bacon); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

Alderman Neitzel moved to table the bids and Alderman Hoinacki seconded it.

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and one absent (Alderman Bacon); motion carried.

New Business/Communications:

 

Approval of purchase and installation of transfer pumps and digester blowers from Illinois Electric Works for City Sewer System Service

 

Alderman Neitzel moved to approve purchase and installation of transfer pumps and digester blowers from Illinois Electric Works for City Sewer System Service in the amount of $120,788.00 with a rebate coming back of $75,900.00 within 45 days and Alderman Busby seconded it. Alderman Anderson said this would be borrowed out of the bond which the rebate will immediately pay back a portion of that then the cash flow will have to pay back the rest for the sewer department.

Approval of purchase and installation of transfer pumps and digester blowers from Illinois Electric Works for City Sewer System Service

 

Alderman Hoinacki said 45 days for the first part but wanted to know how much longer for the rest. Temporary Mayor Pro Tem Anderson would like to see so much of the cash flow per month back into the GO Bond and if all possible would like it to be done by the end of the fiscal year. Mr. Kitzmiller said it will not be 45 days from the vote that the grant but is 45 days upon completion of the project so there will be a couple of weeks in there. Mr. Kitzmiller said it might take a month to get the project completed. Mr. Kitzmiller said there would be an invoice upon completion of the project when everything is installed and operable, invoice the entire amount and at the exact same time the grant will be submitted and then roughly 45 days the grant will be paid back. Mr. Conzo said that leaves $44,888.00 but there will be an annual savings of $65,727.00. Mr. Kitzmiller said they are projecting by installing this equipment the sewer department will use less electricity saving that $66,000.00 which is an annual figure. City Clerk Mrs. Gehlbach called the roll call. Approval of Amendment No. 3 to the EMC Agreement, terminating the engineering services contract

 

Alderman Neitzel moved the approval of Amendment No. 3 to the EMC Agreement, terminating the engineering services contract and Alderman Busby seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and one absent (Alderman Bacon); motion carried.

 

Approval of proposal from Prairie Engineers of Illinois for City engineering services

 

Alderman Horn moved to approve the proposal from Prairie Engineers of Illinois for City Engineering services and Alderman Tibbs seconded it. Alderman Neitzel said this is on an interim basis – month to month. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and one absent (Alderman Bacon); motion carried.

Approval of request to vacate Bidwell Avenue right of way

 

Alderman Neitzel moved to approve the request to vacate Bidwell Avenue right of way and Alderman Tibbs seconded it. City Attorney Mr. Blinn Bates said they were voting to move forward with the approval, there has to be a notice which has to be 15 days before the public hearing before the passage of an ordinance vacating the alley or street way. Mr. Blinn Bates said the cost is whatever it costs to publish this in the newspaper (thought $400.00 - $500.00). Alderman O'Donohue wanted to know why the City will incur the cost when someone wants it. Mr. Bates said that could be included in the ordinance that the petitioner would be responsible for any costs. Mr. Bates said there would be an easement that would have to be reserved because of water. Mr. Bates said the motion could be to move forward with the understanding that it is going to be at the expense of the petitioner. Alderman Anderson felt that if anything like this that would come up in the future we should as a policy charge for it and she knew the notices that go in the paper are extremely high. Alderman Tibbs said she made the second because she thought this is the beginning of it all for the City to make a search then make a decision. Alderman O'Donohue understood they had not done this before but felt if the City is giving away taxpayers land and the ones getting the land should incur those expenses and knew they had not done this before. Mr. Bates said they would ask before any money is incurred before the process is started.

Mr. Forgy said Prairie Engineers have done nothing with this yet and was depending on what the Council wanted. Mr. Bates said the first thing will be to ask if the interested parties are willing to pay and if they are not then it will die. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and one absent (Alderman Bacon); motion carried.

 

Announcements

 

Alderman Tibbs free phone through the Health Department for those with hearing impairments you have to have a wall jack. Alderman Anderson said she has a family member that has one and they are wonderful.

 

Alderman Anderson said she had a number of calls about the letters with the electric aggregation. She, herself, called and was very impressed and encouraged anyone that has questions call the number on the letter because they are helpful.

 

Alderman Busby moved to adjourn and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and one absent (Alderman Bacon); motion carried.

 

The City Council Meeting was adjourned at 7:27 p.m.
