City Council Committee's Meeting

October 25, 2011

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, October 25, 2011.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Police Chief Greenslate, and Safety & Building Officer. Also present were Mayor Snyder, City Clerk Mrs. Martinek, City Attorney Mr. Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent.

The Pledge was recited by all.

Mike Maniscalco of the Economic Development Partnership introduced Mr. George Voorhees with Blue Star Energy Solutions. Mr. Voorhees gave a presentation on electric aggregation.

Mayor Snyder said he had a meeting today with State Senator Brady, State Senator Bomke, and State Representative Brauer that the Governor did not show regarding the Logan Correctional Center.

Mr. Maniscalco encouraged everyone to attend the public hearing for the closure of Logan Correctional Center. He also said there were no officials from the Department of Corrections.

Alderman Tibbs and Mayor Snyder met with Senator Durbin about the Logan Correctional Center.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Fire Chief Miller said they had received two grants: 1) Wal-Mart for $800.00 for fire prevention programs and 2) Illinois Department of Public Health for $900.00 for EMS equipment. A friend of the fire department programmed radios which would have cost $50.00 per radio and there were 25 radios and payment was lunch.

Fire Chief Miller asked to have on the agenda the approval of appointing a Fire Inspector. Alderman Horn asked to have that on the agenda.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said she had a the petition from Main Street Lincoln for Trick or Treat with the Mayor on October 29 at 10:30 a.m.

The parking lot at the Lincoln Public Library was discussed with a quote coming in around $150,000.00 to create more parking spaces and to resurface the parking lot.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said the treatment plant has been without a manager since July 1. He said Mr. Kitzmiller has been coming a few times a week.

Mr. Bates said the contract says they can fine EMC for $10,000 a month but the City must first give them notice. Alderman Busby said he wanted this on the agenda.

Alderman Busby said in October EPA came in for a check of the facility and they got a very good score.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Streets & Alleys:

Alderman Neitzel said she had a petition or a curb break at 404 Peoria by Lee Ann Figueroa. Mr. Jackson said they wanted to widen their driveway. Alderman Neitzel asked to have it on the agenda.

Alderman Busby thanked Street Superintendent Mr. Jackson for his time and discussing an issue with dialysis patients last year not being able to get to treatment and Mr. Jackson will make sure they can get to their dialysis treatments.

Ordinances & Zoning:

Chairman Alderman O'Donohue said he wanted a Resolution for the Main Street City ornament to be on the Consent Agenda.

Alderman O'Donohue asked to have a letter of engagement with Mr. Dave Anderson, Consultant for City Administrator at a cost of $150.00 per hour not to exceed $6,000.00 on the agenda.

Alderman O'Donohue said to put on the agenda an Ordinance to contract for water shut off services with Illinois American Water.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

Sanitation/Technology:

Chairman Alderman Wilmert said he did not have a report.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel and Alderman Horn seconded it. City Clerk Mrs. Martinek called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:24 p.m.

The meeting returned to regular Session at 8:57 p.m. City Clerk Mrs. Martinek called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Martinek, City Attorney Mr. Bates, and Recording Secretary Mrs. Riggs.

It was asked to have on the agenda to ratify the hiring a part time person for the Clerk's Office.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:57 p.m.
