City Council Committee's Meeting

August 14, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, August 14, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were temporary City Engineer Mr. Forgy, Fire Chief Miller, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC/American Water Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Bacon).

The pledge was said by all.

Public Participation

Geoff Ladd from the Tourism Bureau was present and told upcoming events. He asked for a waiver on the permit fee for the Kelly Miller Circus that will be out by Best Western to raise money for the Mill. Tickets will be sold for the Circus.

Alderman Tibbs asked to have it on the Consent Agenda.

Lisa Quisenberry who lives on South Kickapoo Street and it has been a drag strip with 3 accidents since January. She was asking for speed bumps or something to slow them down. Worried about letting children outside to play in front yard.

Police Chief Greenslate said they have had several accidents and they are in clusters. Most of those accidents are around Wyatt and the downtown area.

Mr. Forgy and Police Chief Greenslate will look into a solution.

Chuck Kodatt spoke about an investigation for a complaint he made on August 9, 2012. He also spoke about the sewer system and it being old.  

Jim Loeffler 502 Short Tenth was given a citation (11-2-1)for his boat trailer and wanted to know why. Alderman Anderson said they now have an active zoning office that is doing their job. Mayor Snyder said corner properties have two front yards.

Brandon Duvall was present for a trailer issue as well. Does not have a back yard that he can get to by an alley.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Chairman Alderman Horn said she did not have a report.

Fire Chief Miller said the week before did the siren test had two sirens that did not work. Both have been repaired.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said they have issues in the fire house with some plumbing, back flow prevention device that has to be tested, air conditioner compressor, and a new custodian with the City has started working. Have already spent a lot of money for the first of the fiscal year.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby said they have bids to open.

Mr. Forgy opened the following bids with no bid bond requirement:

Hoerr Construction of Peoria                          $58,455.00

Insituform                                                       $66,560.00

Walden Assoc. Technologies of Glen Carbon $99,750.00

The estimate on this was $160,000.00. It was asked to have the bids on the agenda. Mr. Forgy said he would look at some options for the lack of bonds on the project. The bidders would have to be contacted to see if they would engage in a performance bond.

Alderman Neitzel said the electric changes that were talked about the sewer department was notified it would have to be done in two parts. Total amount is still $75,000.00. Mr. Palmer said the City would recover their money sooner.

Police:

Chairman Alderman Hoinacki said he needed to have on the agenda to swear in Joseph Meister as a new probationary officer. Police Chief Greenslate said the City Police Department is now on Facebook Page and have used to help solve some crimes. Facebook.comcityoflincolnpolicedepartment.

Streets and Alleys:

Chairman Alderman Neitzel said they had the three bids tabled from last meeting and set a meeting for August 28 at 6:15 p.m. to discuss the bids.

Mayor Snyder had a handout from Governor Quinn on MFT fund formulas.

Ordinance and Zoning:

Chairman Alderman O'Donohue did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he had two petitions:

504 N. McLean Street by Richard Wells with work being done by and at the expense of the city.

230 S. Logan Street by Larry Adams with work being done by and at the expense of the city.

Alderman Armbrust asked for these to be on the Consent Agenda.

Sanitation/Technology:

Chairman Alderman Wilmert said a Midwest Technical Group is soliciting the City. Electronic recycling.

He set a meeting for Tuesday, August 21, 2012 at 6:00 p.m. and wondered if there should be a meeting after that for the trailer ordinance.  

Alderman Tibbs said they should define a trailer. Alderman Wilmert said they need to get something done about this issue. Alderman Armbrust told about a property that wasn't a normal. Alderman Wilmert wanted on the agenda to direct the City Attorney to do whatever he was going to do two weeks ago. Alderman O'Donohue thought it was a bad idea and to put an ordinance that is clearly stated. Alderman Hoinacki said they need to solve this. Alderman O'Donohue said they need to resolve this. Mr. Blinn Bates said nothing can be parked on the yard and has been prosecuted. Alderman Wilmert said . Mr. Blinn Bates said within the code there is a sentence (11-2-1) is where he was looking at. Mayor Snyder said they need to define. Alderman Wilmert rescinded for the vote on Monday. Police Chief Greenslate said he would create a survey. Alderman Wilmert said there would be nothing on the agenda.

Alderman Wilmert set a meeting for Sanitation Committee on Monday, August 20, 2012 at 6:00 p.m. instead of Tuesday.

City Clerk Mrs. Gehlbach had the following announcements:

IML Conference in October (18-20), 2012

Candidate petitions and consolidated Primary Election. This has to be done prior to the filing period which is November 19-26, 2012. The redistricting has to be done by October 19, 2012. It was asked to be on the agenda to go to 4 wards.

Mayor Snyder said he copied a newsletter on high speed rail meeting he went to today to everyone.

Mayor Snyder wished Alderman Horn a Happy Birthday Thursday.

Fire Chief Miller said last week he went to a county wide meeting on Natural Disasters and Hazard Mitigation Committee. They are updating the records for Lincoln/Logan County and all the other communities on hazards and storms that have affected the community. He will be getting information to City employees, Aldermen, Department Heads and to get answer sheets back to get information on events that have impacted Lincoln.

Alderman Busby made a motion to adjourn the meeting and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Bacon); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:30 p.m.
