Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 20, 2012.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Busby). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Palmer, Prairie Engineers City Engineer Mr. Forgy, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

New Business/Communications:

Swearing in of Probationary Police Office Joseph Meister

 

Mayor Snyder swore in Joe Meister.

 

Public Participation:

2012 Logan County Family Preparedness Day is September 15, 2012 from 9:00 a.m. to 1:00 p.m. at Scully Park hosted by: Logan County Department of Public Health and Logan County Emergency Management Agency.

 

Council Recognition of Dan Tackett

 

Mayor Snyder had a plaque in Recognition of Dan Tackett for his retirement from the Courier.

Sidewalk Petition for 504 N. McLean Street by Richard J. Wells with work to be done by and at the expense of the City

Sidewalk Petition for 230 S. Logan St. by Larry Adams with work to be done by and at the expense of the City

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Resolution #2012-261 authorizing the Mayor to execute a Jurisdictional Transfer Agreement with IDOT for a portion of roadway on Hickox Drive

 

Alderman O'Donohue moved to accept the Resolution and Alderman Hoinacki seconded it. Mayor Snyder said the approval came after the last meeting and hopefully after IDOT signs it 21 days after that the jurisdictional transfer will take place. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

 

Bids:

Approval of bid for Lincoln Avenue Reconstruction (tabled 8/6/12)

Approval of bid for Oglesby Avenue Bridge removal(tabled 8/6/12)

 

Alderman Neitzel asked to leave this on the table.

 

Approval of bid for Bridge approach resurfacing on Palmer(tabled 8/6/12)

 

Alderman Neitzel moved to remove from the table and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried. Alderman Neitzel moved to approve the low bid of $31,259.66 with a performance and payment bond of 1% ($313.00) for a total of $31,572.66 for the bridge approach resurfacing and Alderman Tibbs seconded it. Mr. Forgy said that was for Palmer, State and Jefferson. Mr. Forgy said it was a reasonable bid under the estimate. Mr. Forgy said he did contact the bidder and the bidder agreed to add the performance bond. Mayor Snyder said this work was to resurface the approaches to those three bids. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

Approval of bid for S. Union Street slip lining

 

Alderman Neitzel moved to approve the bid for S. Union Street slip lining for $58,455.00 with the addition $585.00 of a 1% of performance bond for a total of $59,040.00 and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

 

City Treasurer Mr. Conzo gave an oral report for July, 2012 and the report is also on file.

City Clerk's Report for July 2012 is on file.

Department Head Reports for July 2012 are on file.

 

New Business/Communications:

 

Initiate the process of redistricting the City from five wards into four wards to be completed no later than October 16, 2012

 

Alderman Anderson moved to approve to change the current five ward system that we currently on to a four ward system effective. Mayor Snyder said it has to be done prior to the filing period. Alderman Horn seconded the motion. Mayor Snyder had given each Alderman a packet of the state law. Alderman Armbrust asked about the loophole. Mayor Snyder read information from the packet. Mayor Snyder said documents would need to be in proper form for the County Clerk. Mayor Snyder said they would need to vote on it no later than October 1, 2012. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one nay (Alderman Wilmert), and two absent (Alderman Bacon and Alderman Busby); motion carried.

 

Mayor Snyder said he got a couple of proposals to provide the redistricting services with one by Prairie Engineers and the other by the GIS office. He asked to appoint a committee.

 

Announcements

 

Alderman Wilmert said the technology committee met earlier this evening and approved moving the email to hostgater from Leap Frog.

 

Mayor Snyder reminded everyone about the Balloon Fest Weekend.

Fire Chief Miller said he left at each person's desk a natural disaster event questionnaire and asked each person to fill out this questionnaire.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Bacon and Alderman Busby); motion carried.   The meeting adjourned to Executive Session at 7:33 p.m.

 

The meeting returned to regular Session at 7:49 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Busby). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays and two absent (Alderman Bacon and Alderman Busby); motion carried.

 

The City Council Meeting was adjourned at 7:49 p.m.
