Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, January 7, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Palmer, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public participation.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the December 11, 2012 Committee as a Whole Meeting, December 17, 2012 Regular City Council Meeting, December 17, 2012 Public Hearing (levying of taxes), December 17, 2012 Public Hearing (application for new taxi service)

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2013-762 Adopt Ordinance establishing a date for public hearing with respect to a Redevelopment Plan pursuant to the tax increment allocation redevelopment plan, convening a joint review board and authorizing notice in connection therewith  

 

Alderman O'Donohue moved to accept the Committee's Report for Ordinance #2013-762 and Alderman Neitzel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried. Alderman O'Donohue moved to approve Ordinance #2012-762 and Alderman Hoinacki seconded it. Mayor Snyder said it sets the date for March 4, 2013.

Ordinance #2013-762 Adopt Ordinance establishing a date for public hearing with respect to a Redevelopment Plan pursuant to the tax increment allocation redevelopment plan, convening a joint review board and authorizing notice in connection therewith

 

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

 

Resolution #2013-268 Appointing a representative to the joint review board for the City of Lincoln, Illinois Central Business District Conservation Area

 

Alderman O'Donohue moved to approve the Resolution and Alderman Hoinacki seconded it. Mayor Snyder said it appoints him to that committee. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

 

Bids:

There were no Bids to come before the City Council

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave a special oral report.  

 

New Business/Communications:

Approval of work order with Prairie Engineers to perform engineering design services for Oglesby Avenue Bridge Removal Project in the amount o $10,980.00 (tabled 10/1/12)

 

Alderman Neitzel said this item remains on the table.

 

Approval of contract for the sale of real estate known as 324 and 328 Eighth Street

 

Alderman Tibbs moved to accept the contract proposal of $40,000.00 from M.J. Radosevic and Jana L. Albrecht for the purchase of two City-owned lots commonly known as 324 and 328 Eighth Street, and to authorize the Mayor to execute the Contract for Sale of Real Estate on behalf of the City and Alderman Wilmert seconded it. There was discussion about the property. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

Request to Permit Curb Break at 519 S. Elm Street by Robert Pfeiffer

 

Alderman Neitzel moved to approve to permit curb break at 519 S. Elm Street by Robert Pfeiffer and Alderman Bacon seconded it. City Street Superintendent will check the work. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

 

Advice and Consent of of the Appointment of Alderman to fill vacancy in Ward 4 created by the death of Alderman Orville “Buzz” Busby

 

Mayor Snyder presented Bruce Carmitchel at 326 Water Street and asked for the advice and consent of the City Council. Alderman Anderson moved and Alderman O'Donohue seconded it.

City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert), one seat vacant and none absent; motion carried.

 

Mr. Carmitchel was sworn in by City Attorney Mr. Blinn Bates.

 

Announcements:

 

There were no announcements to come before the City Council.

 

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent; motion carried. The meeting adjourned to Executive Session at 7:20 p.m.

 

The meeting returned to regular Session at 8:49 p.m. City Clerk Mrs. Gehlbach called the roll call. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Those present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn the meeting and Alderman Carmitchel seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent; motion carried.
