Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, February 4, 2013.

 

Acting Temporary Mayor Anderson called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, City Engineer Ms. Kramer, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Palmer, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Acting Temporary Mayor Anderson asked for thoughts and prayers for Mayor Snyder at the passing of his father in law. She also welcomed City Administrator Ms. McLaughlin.

 

Public Participation:

There was no Public participation.

 

New Business/Communications:

Swearing in of Fire Fighter Chris Perrine

City Attorney Mr. Blinn Bates swore in Fire Fighter Chris Perrine.

Acting Temporary Mayor Anderson called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the January 15, 2013 Committee as a Whole Meeting

Petition by James Loeffler for the Railsplitter Antique Auto Club cruise-ins in 2013 (subject to proof of insurance)

Approval of agreement with PSE to allow access to City right of way for the installation of ground water monitoring devices

 

Alderman Horn moved to approve the Consent Agenda as read and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

Ordinance #2013-764 Ordinance authorizing the sale of excess personal property  

Ordinance #2013-766 Ordinance approving and establishing a pet cemetery within the City Limits at 1801 East Lincoln Parkway and amending section 7-9-1 of City Code

Alderman O'Donohue moved to approve the Committee's Report for Ordinance #2013-764, #2013-766, and Ordinance # 2013-767 and Alderman Hoinacki seconded it. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

Alderman O'Donohue moved to approve Ordinance #2012-764 Ordinance authorizing the sale of excess personal property and waive second reading and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

New Business/Communications:

Approve electrical supply contract with Ameren Energy Marketing

 

Alderman Tibbs moved to approve the electrical supply contract with Ameren Energy Marketing and O'Donohue seconded it. Acting Temporary Mayor Anderson said it should be noted that the Aldermen should have received information showing that the rates have been lowered by 9% from last week. City Attorney Mr. Blinn Bates noted that the amounts were in the contract. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

 

Authorize City to go out for bids for new end loader for Street Department

 

Alderman Neitzel moved to authorize the City to go out for bids for the end loader for the Street Department with the trade in price of the end loader to be included in the price and Alderman Bacon seconded it. The bid will be due on February 26, 2013. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

 

Approval of five year roadway capital improvement Plan

 

Alderman Carmitchel moved to approve the five year roadway capital improvement plan and Alderman O'Donohue seconded it.

Approval of five year roadway capital improvement Plan

 

City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

 

Approve conceptual plan to apply for federal grant to remove Oglesby Avenue Bridge

Alderman Carmitchel moved to authorize the engineer to pursue the Federal Bridge money and Alderman Hoinacki seconded it. Alderman O'Donohue asked how long it would take to apply for this grant. City Engineer Ms. Kramer said it's not really a grant but federal funding set aside for bridge work expense and it goes through Logan County but using the funds would slow the process down. Ms. Kramer said there would be no funding for the engineering and the cost to the City would be $16,200.00 for the design work only and the cost of the project would only pay 80% of the cost through Federal funding. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

 

Announcements:

 

Happy 50th Birthday to John Lebegue Safety and Building Officer.   He was presented with a hat and balloons.

 

City Treasurer Mr. Conzo said the County Board has authorized a committee to construct a statue of Abraham Lincoln on the Courthouse lawn to commemorate the speech by Abraham Lincoln on October 16, 1858 when he was running for the U. S. Senate. The committee is just now starting to raise funds and as part the first fundraiser will be at Culvers tomorrow, February 5, 2013 from 5:00 to 8:00 p.m.

Alderman Neitzel moved to adjourn the meeting and Alderman O'Donohue seconded it. There were eight yeas (Alderman Anderson, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and two absent (Alderman Armbrust and Alderman Wilmert); motion carried.

The City Council Meeting was adjourned at 7:25 p.m.
