Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 22, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Wilmert). Also present were Fire Chief Miller, Assistant Street & Alley Superintendent Mr. Wright, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public participation.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the January 7, 2013 Regular City Council Meeting

Approval of utility permit for a new fiber optic cable installation

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2013-763 Adopt Ordinance adding clarifying language permitting video gaming complying with the Video Gaming Act within the city limits of the City of Lincoln  

 

Alderman O'Donohue moved to accept the Committee's Report for Ordinance #2013-763 and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. Alderman O'Donohue moved to approve Ordinance #2012-763 and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Ordinance #2013-764 Ordinance to sell surplus property

 

Alderman O'Donohue moved to remove Ordinance #2013-764 from the agenda and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Ordinance #2013-765 Ordinance approving the Highway Authority Agreement with Illico, Inc.

 

Alderman O'Donohue moved to accept the Committee's Report for Ordinance #2013-765 and Alderman Hoinacki seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. Alderman O'Donohue moved to approve Ordinance #2012-765 and Alderman Hoinacki seconded it. Mr. Forgy told them of a few of the pages had been changed and went over those. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Reports:

City Treasurer Mr. Conzo gave an oral report for December, 2012 and the report is also on file.

City Clerk's Report for December 2012 is on file.

Approval of the Appointment of Phillip Uphoff as Fire Inspector

Fire Chief Miller has chosen Phillip Uphoff to be appointed at Fire Inspector. Mayor Snyder swore in Phillip Uphoff as Fire Inspector.

Approval of work order with Prairie Engineers to perform engineering design services for Oglesby Avenue Bridge Removal Project in the amount o $10,980.00 (tabled 10/1/12)

 

Alderman Neitzel moved to remove from the table and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. Alderman Neitzel moved to remove from the agenda and Alderman Bacon seconded it. City Clerk Mrs. Gehlbach called the roll call. Approval of plan to retain Oglesby Street bridge for pedestrian traffic with installation of decorative restraints

 

Alderman Anderson moved to approve a plan to retain Oglesby Street bridge for pedestrian traffic with installation of decorative restraints unless it is found to be prohibitive to keep it in place and Alderman O'Donohue seconded it. There was discussion. City Clerk Mrs. Gehlbach called the roll call. There were four yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, and Alderman O’Donohue), five nays (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Neitzel, and Alderman Tibbs), and one absent (Alderman Wilmert); motion failed.

 

Approval of the option to use Federal Bridge Replacement Program Funds for the removal of Oglesby Avenue bridge and the use of local funds to supplement additional work

 

Alderman Neitzel moved to approve and Alderman Bacon seconded it. City Clerk Mrs. Gehlbach called the roll call. There were four yeas ( Alderman Bacon, Alderman Hoinacki, Alderman Neitzel, and Alderman Tibbs), five nays (Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Horn, and Alderman O'Donohue), and one absent (Alderman Wilmert); motion failed.  

 

Approval of Kenwood portable police radios from Lincoln Land Communications with G.O. Bond funds

 

Alderman Hoinacki moved approval of Kenwood portable police radios from Lincoln Land Communications with G.O. Bond funds in the amount of $12,850.20 and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. The meeting adjourned to Executive Session at 7:38 p.m.

 

The meeting returned to regular Session at 7:42 p.m. City Clerk Mrs. Gehlbach called the roll call. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Wilmert). Also present were Fire Chief Miller, Assistant Street & Alley Superintendent Mr. Wright, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, and Police Chief Greenslate. Those present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Approval of contract with GovTemps USA , LLC for the placement of Sue McLaughlin as a temporary City Administrator

 

Alderman Anderson moved to approve the contract with Gov Temps USA for placement Sue McLaughlin as temporary City Administrator and Alderman Horn seconded it. Mayor Snyder gave information about Ms. McLaughlin. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Proposal to engage Prairie Engineers of Illinois for appraisal and acquisition services for 5th Street Road project

 

Alderman Neitzel moved for the proposal to engage Prairie Engineers of Illinois for appraisal and acquisition services fro 5th Street Road project and Alderman Bacon seconded it. Alderman Neitzel gave her reasons for making the motion. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Announcements:

 

City Engineer Mr. Forgy said next Tuesday, January 29, 2013 is a meeting for public information for the downtown Lincoln Development and Revitalization plan and it will begin at 5:30 p.m. He encouraged everyone to attend. It is in the Pegram room of the Lincoln Public Library.

Alderman Neitzel reminded everyone of the luncheon at Carroll Catholic School., Monday, January 28, 2013 at 11:00 a.m.

Alderman Neitzel moved to adjourn the meeting and Alderman Carmitchel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent; motion carried.

The City Council Meeting was adjourned at 7:58 p.m.
