City Council Committee's Meeting

January 29, 2013

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, January 29, 2013.

Those present were Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, EMC/Illinois American Water Manager Mr. Palmer, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Deputy City Clerk Mrs. Fulk (Acting Recording Secretary).  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs ) and four absent (Alderman Anderson, Alderman Bacon, Alderman O'Donohue, and Alderman Wilmert).

The Pledge was recited by all.

Public Participation

City Treasurer Mr. Conzo introduced Kevin R. Wills with First Midstate Investors and gave an overview of refinancing.

Mr. Wills outlined the proposed IEPA loan schedule and the possible annual savings. There was a handout with four (4) scenarios.

Mr. James Loeffler was present regarding the Cruise In schedule and approval to have them again this year. It was asked to have on the Consent Agenda.

Safety and Building Officer Mr. Lebegue addressed the City Council regarding an Ordinance approval and Code amendment for a Pet Cemetery on North Lincoln Parkway that was submitted by The Humane Society. Marilyn Wheat answered questions and explained that this would be a cremation only cemetery. It was put on the Consent Agenda and will need Ordinance Approval with the amendment of Section 791.

Brian Bergen, Lincoln/Logan County Economic Development Director addressed the City Council members regarding the CEDS document. It was to be discussed at the next Committee as Whole meeting and then placed on the agenda.

Dave Kitzmiller with EMC was present to discuss the electrical rates for the City of Lincoln. It was put on the Consent Agenda for February 4, 2013.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Vice Chairman Alderman Horn said she did not have a report.

Fire/Water & ESDA:

Alderman Horn said she did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said they have the possibility of a new sound system. A filter had been put on the existing sound system.

Streets & Alleys:

Mayor Snyder said that Alderman Carmitchel would be on the Streets and Alleys committee for the next three months.

Police:

Chairman Alderman Hoinacki said he did not have a report.

Ordinance and Zoning:

Vice Chairman Alderman Hoinacki asked Mr. Lebegue to bring up his issue. Mr. Lebegue addressed the City Council about amending the zoning classification for Plowfield Square and Lincoln Industrial Park from I1 to R3.

Mr. Lebegue also brought up a proposed pet cemetery.

Alderman Hoinacki put on the Consent Agenda for February 4, 2013 Amending Zoning Classification. Someone from Brinshore will be present at the next meeting. He also put on the agenda the Ordinance to Sell surplus equipment, property from Street and Alley Department. It was decided that this would have to go out for bids.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

Sanitation:

Vice Chairman Alderman Armbrust said he did not have a report.

Insurance:

Alderman Horn said she did not have a report.

City Engineer Mr. Forgy asked to have on the agenda the five (5) year Roadway Capital Improvement Plan FY2014 to FY 2018.

City Engineer Mr. Forgy recommended using the federal bridge funds for the Oglesby Avenue Bridge.

It was asked to put on the agenda for the February 4 agenda the Right of Entry Agreement for contamination in the 900 block of N. College Street.

Announcements:

There were no Announcements to come before the City Council.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Carmitchel seconded it. There were eight yeas (Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), zero nays, and four absent (Alderman Anderson, Alderman Bacon, Alderman O'Donohue, and Alderman Wilmert); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:25 p.m.
