City Council Committee's Meeting

February 13, 2013

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Wednesday, February 13, 2013.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Office Ms. Wendell, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Carmitchel and Alderman Neitzel).

A moment of silence for John Welsh. The Pledge was recited by all.

Public Participation

Mr. & Mrs. Horn with Lincoln Speedway were present and handed out this year's schedule and their races last year and how long they ran. Alderman Tibbs asked to have their schedule on the agenda and their 90 minutes for the races for this year. Mr. Horn asked the Aldermen to come out to the races.

Mayor Snyder told that Alderman O'Donohue's birthday is today.

Mayor Snyder welcomed Alderman Wilmert back.

The Mayor asked for the Committees' Issues to be Presented:

Finance, Policy and Procedure:

Chairman Alderman Anderson said she did not have a report.

Fire/Water & ESDA:

Alderman Horn said she did not have a report.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said the Council has a sheet on the sound system, the furnace went out at City Hall, and the farm lease is up again. Mr. Blinn Bates went over the lease and has been amended to the items that Mr. Kent Cross asked for (base rent if he plants soybeans). Alderman Tibbs asked to have the lease agreement on the agenda.

There was discussion about the sound system quote and when it would happen. Alderman Tibbs said it was for next fiscal year.

Sewer Treatment Plant, Sewers and Drainage:

There was no business for the Sewer Treatment Plant, Sewers and Drainage.

Police:

Chairman Alderman Hoinacki said he wanted to place on the agenda Officer of the year for the next meeting.

Streets & Alleys:

Mr. Forgy told about some improvements going on on Union Street for the Rolling Prairie subdivision.

Mr. Forgy said there are Federal funds available for the removal of Oglesby Avenue Bridge. There is a 20 % match and there are federal procedures to go through for each part. He went over the process.

Alderman Anderson said the one option they were looking at before they decided to look into the federal funding. She was leery of leaving this for another year.

Mr. Forgy said there is something they could do until this is further along. Alderman Wilmert said if they did it for $35,000.00. Mr. Conzo asked what the cost of changing it to a foot bridge? Alderman Anderson said it was $20,000.00 but they did have a conversation with the County Engineer and he was reluctant to say and she would prefer to put money in it now. Alderman O'Donohue asked if there was $35,000.00. Mayor Snyder said they did. Alderman Anderson said they could spend $10,000.00 for a temporary fix or spend $35,000.00 of their own to get it done. Alderman O'Donohue said to put option 6 on the agenda.

Ordinance and Zoning:

Chairman Alderman O'Donohue said he did not have a report.

Sidewalks, Forestry and Lighting:

Chairman Alderman Armbrust said he did not have a report.

Sanitation:

Chairman Alderman Wilmert said on January 31, 2013 he swapped out a hard drive. They are waiting on a quote from WTI for a new server. Alderman Wilmert and Alderman O'Donohue are working on a proposal for another server.

 

Alderman Wilmert said he hasn't had any progress on the Lincoln logo.

Alderman Wilmert submitted a trailer ordinance to City Attorney Mr. Blinn Bates.

Insurance:

Chairman Alderman Bacon said she did not have a report.

Alderman Anderson asked about the sidewalk petition that had been received. Alderman Armbrust said they would be holding on to it.

Mayor Snyder said he wanted to add to the agenda. He asked about Revolving loan fund and having Brian Bergen of the Economic Development Partnership overseeing. There is a strong indication of a firm that might be interested in using it. It will go on the agenda.

Mayor Snyder said they would like to get information to be discussed at the committee workshops. The information will go to Ms. McLaughlin so that she can prepare an agenda.

Announcements:

There were no announcements.

Alderman O'Donohue made a motion to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and tone absent (Alderman Carmitchel and Alderman Neitzel); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 7:55 p.m.
