City Council Committee's Meeting

January 10, 2012

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, January 10, 2012.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Wilmert. Also present were City Engineer Mr. Mathon, Fire Chief Miller, Street Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Police Chief Greenslate, and EMC Manager Mr. Palmer. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, Assistant City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Neitzel and Alderman O’Donohue).

The Pledge was recited by all.

Alderman O'Donohue was traveling and Alderman Neitzel was ill.

Mr. Plotner reminded everyone that Monday, was the Joyce Kinzie Martin Luther King Scholarship breakfast and he had brought tickets with him. The tickets were $7.00 and it begins at 7:30 a.m.

Alana Sorrentino of Logan EMA spoke about the earthquake awareness to be held at Washington Monroe School on February 7, 2012 at 10:15 a.m. Everyone is to drop, cover and hold on.

Mr. Norm Horn of Lincoln Speedway was present with two handouts for the Council and he went over his schedule for the upcoming season. The extensions were used last year and they have things to do to improve.

Mayor Snyder didn't want the extensions used on school nights. It was decided to do 3 extensions for the season and if there were more needed they would have to come back to the City Council. Three extensions for the season was put on the agenda. Alderman Anderson thanked the Horn's for their efforts. Mr. Conzo said they did everything that the City Council asks.

Alderman Horn and Alderman Wilmert presented the Christmas ornament to Kathy & Bill Vinyard.

The Mayor asked for the Committees' Issues to be Presented:

Insurance:

Chairman Alderman Bacon did not have a report.

Sanitation/Technology:

Chairman Alderman Wilmert did not have a report.

Sidewalks, Forestry and Lighting:

Street Superintendent Mr. Jackson had a sign list that handed out.

Police:

Chairman Alderman Hoinacki said Police Chief Greenslate was getting a lot of press with regard to the Safety Complex.

Police Chief Greenslate said he had a been checking into sites, gathering information, architect doing a space needs costs, and figure out where they can go. This has been fact finding.

Mayor Snyder said they put $10,000.00 in the budget to have an architect take a look.

Fire Chief Miller has 1,000 square feet in the apparatus and the average is 16,000. Mayor Snyder said they were doing a great job with what they have. Police Chief Greenslate said they have half the space of the City Council Chambers. The officers now have one file drawer.

Sewer Treatment Plant, Sewers and Drainage:

Chairman Alderman Busby thanked Mrs. Gehlbach, Mr. Conzo and the City Clerk's office for getting the letters out, got letters sent out and the amount that those total is $28,900.00. They ran into a problem and had to find out who had their water shut off already, who belonged to a bank, which one they couldn't collect on and out of this the first page has 12 people on and 7 had their water shut off. Alderman Busby had talked to Mr. Blinn Bates and Mr. Lebegue and they were going to be busy taking people to court.

Mr. Lebegue said there are two but the one Illinois State Plumbing code that clearly dictates having potable water supply to a house and the Property Maintenance Code of the building code but he would stick to the other and use as an Ordinance Violation as unsafe structure.

Alderman Busby said the customer has thirty days to reply and then have approximately 10 days before the water is shut off. American Water will send out a letter warning that their water will be shut off.

Alderman Busby said he had checked into collecting the money for parking tickets.

Police Chief Greenslate said he was going to a meeting where Central Illinois Association of Chief's of Police and they trade problems and ideas and on his list is to get an ordinance and policy procedure for boots and/or towing and making necessary changes to parking provisions of the City's parking book. There are people with 40-50 parking tickets and they continue to park where they want to.

Mrs. Gehlbach said they are ignoring the notices.

Grounds, Buildings & Local Improvements:

Chairman Alderman Tibbs said the Fire Chief is moving down the hall to Mr. Mathon's old office. She is getting ready for the City Manager.

Alderman Tibbs thanked everyone for the cards that were sent.

Fire/Water & ESDA:

Chairman Alderman Horn said Fire Chief Miller had a few things.

Fire Chief Miller said the fire department had been busy. A firefighter that has been with the City for about 2 ½ years resigned from the fire department and tomorrow is his last day and had taken a job with the Springfield Fire Department (Beau Friday). He would like to hire the next person on the list for hiring.

Fire Chief Miller said some bad news and good news. Will be able to get the firetruck back this week that has been in the service shop since the 7th of December. The problems have been on a truck that is only about 10 years old. The oldest fire engine (5104) that is in service just received this week for repairs on the water tank and looking at some big costs and no warranty on it. The transmission went out on the Fire Chief's car. There is some excess unused equipment over in storage warehouse and would like to either put up for bid or auction and if they don't receive any bids then donate to local fire service colleges.

Fire Chief Miller said he had met with the Fire and Police Commission this evening and due to some changes in the law the Commission can now pass some of the cost of the testing to the applicants for the physical testing. There is a state requirement.

Alderman Busby said it would take an ordinance for the excess inventory. Mayor Snyder said some of the other departments might have excess as well.

Alderman Anderson said there was nothing in the budget to get a vehicle with and they might have to consider the GO Bond.

Alderman Horn asked to put on the agenda the approval to hire a new firefighter.

Finance, Policy and Procedure:

Chairman Alderman Anderson said everyone needed to start thinking about the budget.

Alderman Busby thanked the Department heads because they were either at budget or below.

Mayor Snyder said they had received a letter from Railsplitter Wind Farm and check in the amount of $15,000.00 for an agreement that was signed in 2008 for 29 years.

Mayor Snyder said Blue Star Energy was acquired by American Electric Power. Everyone agreed that they would like them in the mix to have them bid. Mayor Snyder will gather more information.

Police Chief Greenslate said he would be at ILEAS training the following week and Deputy Chief Geriets would be there.

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) to discuss personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Neitzel and Alderman O’Donohue); motion carried. The meeting adjourned to Executive Session at 8:12 p.m.

The meeting returned to regular Session at 8:53 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Wilmert ) and two absent (Alderman Neitzel and Alderman O’Donohue). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, Assistant City Attorney Mr. Blinn Bates, and Recording Secretary Mrs. Riggs.

Alderman Busby made a motion to adjourn the meeting and Alderman Anderson seconded it. here were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Busby, Alderman Hoinacki, Alderman Horn, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Neitzel and Alderman O’Donohue); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:54 p.m.
