City Council Committee's Meeting

February 26, 2013

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, February 26, 2013.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs,and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Office Ms. Wendell, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 6:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Carmitchel).

The Pledge was recited by all.

Public Participation

Mayor Snyder commended Lincoln Daily News for being at the meeting tonight. He had received word from the print paper they were not going to be able to make it due to the snow storm.

Mayor Snyder asked for the Items for Discussion:

Police Department Promotions:

Chairman Alderman Hoinacki said they had promotions for Robert Sherren to Sergeant and Matt Comstock to Corporal, and Officer of the year.

Bids for Wheeled End loader:

Bids were opened for the wheeled end loader.

Martin Tri State Construction, Springfield, IL ; purchase price $136,800.00, trade in allowance of $33,400.00 for a total of $103,400.00 5 year lease $8,586.88 annually.

Altorfer of East Peoria, IL; purchase price $150,000.00, 5 year lease $9,950.00 annually; there is also a balloon payment option.

It was asked to have this on the agenda for Monday.

Proposed Ordinance regulating Trailer Parking:

Chairman Alderman O'Donohue said he would turn the Ordinance regulating trailer parking. Alderman Wilmert went over the Ordinance. City Attorney Mr. Blinn Bates did not think this Ordinance should be passed and there should be some language for nuisance. City Administrator Ms. McLaughlin had questions. Alderman Wilmert said they could vote on it Monday up or down.

Central Business District TIF Ordinances:

Mayor Snyder said there were three Ordinances for the TIF district and wanted to have those on the agenda. The members of the Joint Review Board approved all of these last week. The public meeting is at 6:00 p.m. Properties cannot be in the TIF District if they are in the Enterprise Zone.

Ms. McLaughlin has copies of the Ordinances. Mayor Snyder explained the difference for being in the TIF vs. the Enterprise Zone. Mayor Snyder said there is a FAQ on the website. Mrs. Gehlbach thought the notice said 7:00 p.m. and she will check that out.

Finance Chairman Alderman Anderson said there was not a meeting on Saturday morning.

Ms. McLaughlin told about the new budget process and passed out the Budget Calendar.

Sanitation Chairman Alderman Wilmert said they had specs to get quotes for the servers for downstairs.

Council: March 4, 2013 – 7:00 p.m.

Committee as a Whole: March 12, 2013 – 7:00 p.m.

Alderman Anderson made a motion to adjourn the meeting and Alderman Horn seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Carmitchel); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 6:43 p.m.
