Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 4, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:11 p.m. City Clerk Mrs. Gehlbach called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), and none absent. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Deputy Police Chief Geriets. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

A moment of silence for John Coombs and Millie Anderson. The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public participation.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the June 26, 2012, January 29, 2013 and February 13,2013 Committee as a Whole Meetings and January 22, 2013 and February 19, 2013 Regular City Council

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2013-768 Ordinance Amending the trailer parking regulations within the City of Lincoln  

 

Alderman Wilmert moved to approve the #2013-768 Ordinance Amending the trailer parking regulations within the City of Lincoln and Alderman Bacon seconded it. Alderman Anderson said she would be voting no. Alderman Neitzel said she would be voting no. Alderman Hoinacki said he would be voting yes. Alderman O'Donohue said he would be voting no. Alderman Armbrust said he would be voting yes. Alderman Horn thanked Alderman Wilmert for tackling this job but wondered if they could table it until the rest of the ordinance is done. Ms. McLaughlin suggested other ways to deal with this. Mr. Lebegue did not feel it was a good idea.

Ordinance #2013-768 Ordinance Amending the trailer parking regulations within the City of Lincoln

 

City Attorney Mr. Blinn Bates was not in favor of this. Alderman Wilmert said he was going forward with it. City Clerk Mrs. Gehlbach called the roll call. There were four yeas (Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, and Alderman Wilmert), six nays (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs)and none absent; motion failed.

 

New Business/Communications:

Swearing in of Police Sergeant Robert Sherren

 

City Attorney Mr. Blinn Bates swore in Mr. Sherren as Police Sergeant.

 

Ordinances and Resolutions:

Ordinance #2013-769 Establishing the downtown TIF district

Ordinance #2013-770 Adopting the Downtown TIF Redevelopment

Ordinance #2013-771 Setting the boundaries of the Downtown TIF District

 

Alderman O'Donohue moved to accept Ordinance #2013-769 Establishing the downtown TIF district, Ordinance #2013-770 Adopting the Downtown TIF Redevelopment, Ordinance #2013-771 Setting the boundaries of the Downtown TIF District Alderman Hoinacki seconded it. Mayor Snyder went over the Ordinances. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, one abstention (Alderman O'Donohue), and none absent; motion carried.

 

Bids:

Approval of bid for purchase for purchase/lease of John Deere End Loader from Martin Inc. for Street Department

 

Alderman Carmitchel moved to accept the bid received February 26, 2013 on the John Deere end loader from Martin Inc. and Alderman Anderson seconded it. Alderman Neitzel asked for the amount of money they would be spending. Alderman Carmitchel said the price was $136,800.00 with $33,400.00 for trade in and the annual lease payments for five years would be $8,586.88 based on 500 hours. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

Presentation of the Police Officer of the year award

 

Alderman Hoinacki moved to table until the March 18, 2013 meeting and Alderman O'Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Announcements:

 

There were no Announcements to come before the City Council.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:41 p.m.
