Public Hearing

March 4, 2013

The City of Lincoln Public Hearing met in the Council Chambers on Monday, March 4, 2013.

City Clerk Mrs. Gehlbach called the roll call. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Department Heads present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Deputy Police Chief Geriets, and EMC/American Water Manager Mr. Ferguson. Also present were Mayor Snyder, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 7:00 p.m. on the TIF District.

Attorney John Myers explained the process they have gone through which began last May, 2012 with the feasibility study. August it was presented to the City Council. A joint review board was put together with the taxing bodies in the TIF District and they met three times. Mayor Snyder was the Chairman and City Treasurer Mr. Conzo was the public member. There were notices sent out by the City Clerk.

Arthur Miller asked what is planned to do.

Mr. Myers said the plan provides for public infrastructure improvements such as sanitary sewer, roads, etc. and private. TIF funds ca be used to rehabilitate properties. TIF can help with economic development projects. This has no provision for eminent domain for private property. Taxes are not going up. The property taxes do not go up on these projects.

Ms. Jan Dickerson wants to see positive and down side.

Mr. Myers said he doesn't see any and the objection for taking away from school districts. The value of land is declining downtown. Schools will get everything they have gotten before but there will not be an increase.

The hearing was closed at 7:11 p.m.
