City Council Committee's Meeting

March 12, 2013

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, March 12, 2013.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were seven Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs,) and three absent (Alderman Bacon, Alderman Hoinacki, and Alderman Wilmert).

The Pledge was recited by all.

Public Participation

Mr. Charles Kodatt was present to talk about ordinance violations.

Acting Mayor Pro-Tem Anderson asked for the Items for Discussion:

Pulaski Street:

City Engineer Mr. Forgy had a handout for Pulaski Street and the cost items and that it is in the five (5) year plan. Alderman Carmitchel asked to have it on the agenda.

Appointment of Mayor Pro Tem:

City Administrator Ms. McLaughlin said Mayor Snyder asked to have this on the agenda and that he would like to have Alderman Anderson as the Mayor Pro Tem. Alderman Neitzel asked to have that on the agenda.

Historic Preservation Ordinance:

Mr. Ron Keller gave a presentation about the Historic Preservation Committee. The members currently on the committee are April Doolen, Mike Fak and Bill Vinyard He said once this is approved they could have up to seven (7) members. He mentioned that Prairie Engineers have been a big help with getting the Ordinance prepared. He went over the Ordinance.

City Treasurer Mr. Conzo said he thought this was very worthwhile.

There was discussion about the Ordinance and questions were answered. Alderman O'Donohue wanted to wait until they could have more time to read through since they just received this.

Sewer Delinquencies:

City Clerk Mrs. Gehlbach read the letter they had sent to Aldermen, Mayor Snyder, City Administrator Ms. McLaughlin, City Treasurer Mr. Conzo, and EMC Mgr. Tim Ferguson.

Alderman Anderson said they need to look at this. Mrs. Gehlbach said they accrue the $25.00 a month even after they have sent to shut off.

Mrs. Crowell said the $25.00 penalty fees continues on after the water is shut off.

There was discussion about the higher bills are just getting higher. There was discussion about the $25.00 penalty and shortening the process and lightens the work for the sewer clerks. There will be another rate increase of $1.00 beginning in May, 2013. There are other options: pay monthly, pay by credit card, and pay ahead.

Mrs. Crowell talked about quarterly billing. Alderman Carmitchel said he was in favor of being emailed his monthly bill. Ms. McLaughlin said they should look at making agreements with people. Alderman O'Donohue said they tried that and it didn't work. Alderman Horn said she had several people come up to her and they would like to see thirty (30) days versus twenty (20) days. There was a discussion about going to thirty (30) days. Mrs. Crowell said the problem will be waiting until the thirty (30) days they will be rushed to get everything done with the next month sending bills out. Consensus was sixty (60) days for the water shut off. Alderman Anderson asked to have on the agenda for Monday is 10% on the 21st day, $25.00 on the next month 16th and shut at the end of that. It was decided to wait for the three month billing to begin with the new fiscal year in May.

Alderman Anderson:

5K run on Consent Agenda. Mr. Jackson said they will need to contact IDOT because it is on the State Route. It will wait to be on the agenda.

Tim Ferguson is the manager for Illinois American Water/EMC at the Sewer Treatment Plant.

Fire Chief Miller said he has some awards to hand out next Monday to be on agenda.

Ms. McLaughlin will give a presentation to budget on April 1.

Alderman Tibbs said they had received a packet from Main Street Lincoln.

Alderman O'Donohue said Mr. Lebegue handed out a report.

Alderman Horn made a motion to adjourn the meeting and Alderman Carmitchel seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Carmitchel); motion carried.
