Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 18, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), and two absent ( Alderman Hoinacki and Alderman O’Donohue). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Moment of Silence for the passing of Brock Endres (summer help for Street Dept. last year) and Marilyn Hoinacki (mother of Alderman Hoinacki). The Pledge of Allegiance was said by all.

 

Public Participation:

Mayor Snyder read a thank you from the Thomas Maurer family.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the November 27, 2012, February 26, 2013 and March 12, 2013Committee as a Whole meetings, March 4,2013 Regular City Council Meeting and March 4, 2013 Public Hearing

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance # 2013-772 Amending Sections 7-8-1-14 and 7-8-1-15 of the City Code as follows; 1)to change sewer billing billing cycle from three times per year to four times per year; and 2) to change water shut off policy for delinquent sewer charges from ninety (90) days after billing date to sixty (60) days effective May 1, 2013.

 

Alderman Tibbs moved to table and Alderman Wilmert seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

New Business/Communications:

Presentation of the Police Officer of the Year Award (tabled 3/4/13)

 

Alderman Tibbs moved to take off the table and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

 

Police Chief Greenslate presented the Police Officer of the Year Award to Officer Fruge.

 

Presentation of Fire Department Humanitarian Awards

 

Fire Chief Miller awarded former Asst. Chief Rick O'Hara and Larry Spurling for their efforts during Katrina.

 

Fire Chief Miller awarded former Asst. Chief Tom Marten for their efforts with Gustov and those not present that helped as well were Darren Coffey and Andy Dexter.

 

Fire Chief Miller awarded Capt. Chris Harding for his efforts with the floods in Southern Illinois.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for February, 2013 and the report is also on file.

City Clerk's Report for February 2013 is on file.

Department Head Reports for February 2013 are on file.

 

New Business/Communications:

Appointment of Melody Anderson as Mayor Pro Tem

Alderman Carmitchel moved to approve and Alderman Tibbs seconded it.   Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), one abstention (Alderman Anderson), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

Approval of work order with Prairie Engineers for engineering design of Pulaski Street reconstruction project

 

Alderman Carmitchel moved to approve and Alderman Bacon seconded it. Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), one abstention (Alderman Wilmert), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

 

Announcements:

 

City Administrator Ms. McLaughlin gave an update and said there were reports at their desks.

 

Alderman Wilmert gave a technology update.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), zero nays, and two absent (Alderman Hoinacki and Alderman O’Donohue); motion carried.

 

The City Council Meeting was adjourned at 7:30 p.m.
