Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 1, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:02 p.m. City Clerk Mrs. Gehlbach called the roll. There were ten Aldermen present (Alderman Anderson, Alderman Armbrust Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), and none absent. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

Mayor Snyder read a thank you note from the Hoinacki family.

Approve minutes of the March 18, 2013 Regular City Council

Proclamation #2013-269 naming April 17, 2013Arbor Day

Petition by Cub Scout Pack 111to have a Scout Sweep Event downtown on Saturday, April 13, 2013 from 10:00 a.m. to 12:00 p.m.

Petition by Logan County Outreach and Lincoln Printers to hold town wide garage sales the weekend of June 7 – June 9, 2013 7:00 a.m to dusk

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

Ordinances and Resolutions

Ordinance #2013-772 Amending Sections 7-8-1-14 and 7-8-1-15 of the City Code as follows; 1) to change sewer billing cycle from three times to four times per year; and 2) to change water shut off policy for delinquent sewer charges from ninety (90) days after billing date to sixty (60) days effective May 1, 2013 (tabled 3/18/13)

Alderman O'Donohue moved to remove from the table and Alderman Hoinacki seconded it.   City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried. Alderman O'Donohue moved to remove from the agenda and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Ordinance #2013-773 Amending Section 7-8-1-14 to change sewer billing cycle for residential bills from three times per year to four times per year per year effective May 1, 2013

 

Alderman O'Donohue moved to accept the Committee's report and Alderman Hoinacki seconded it. Alderman Neitzel said this was for the citizens to help them with their budgeting. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Ordinance #2013-774 Approval of Historic Preservation Ordinance

 

Alderman O'Donohue moved to accept the Committee's report and Alderman Hoinacki seconded it. Alderman O'Donohue said he had some issues with this. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

 

Bids:

There were no Bids to come before the City Council.

There was no Unfinished Business to come before the City Council.

New Business/Communications:

Approval of Lateral Hire for the Police Department to replace Dave Seilaff

 

Alderman Hoinacki moved to approve the lateral hire for the police department to replace Dave Sielaff and Alderman Tibbs seconded it. Police Chief Greenslate said the lateral hire gives great savings and have been hiring people with experience and training. City Clerk Mrs. Gehlbach called the roll call. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

Approve $25M contract with AFD Consulting to prepare the City of Lincoln's bid for the 2022 Winter Olympics

 

Mayor Snyder said this was an April Fool's Day joke.

 

Announcements:

Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. There were ten yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:15 p.m.
