Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 15, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:03 p.m. City Clerk Mrs. Gehlbach called the roll. There were nine Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), and one absent (Alderman Wilmert). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Mayor Snyder said he had been in an Amtrak Meeting last week and received some signs they will be putting up at the entrances to Lincoln.

 

The Pledge of Allegiance was said by all.

 

Public Participation:

There was no Public Participation.

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the April 17, 2010, Finance Committee Meeting, March 26, 2013 and April 9, 2013 Committee as a Whole meetings, April 1, 2013 Budget Workshop Meeting, and April 1,2013 Regular City Council Meeting

Petition by Main Street Lincoln to block off Pulaski Street from McLean Street to Kickapoo Street for LCHS Grand March on May 4, 2013

Petition by Main Street Lincoln to close various streets and hold a 5K Walk/Run on June 8, 2013

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Approval of any items removed from the Consent Agenda

Ordinances and Resolutions

Ordinance Revising committee structure of the City Council of the City of Lincoln

 

Alderman O'Donohue moved to accept the Committee Report and Alderman Hoinacki seconded it. here were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. Alderman O'Donohue moved to accept the Ordinance revising committee structure of the City Council of the City of Lincoln and Alderman Hoinacki seconded it. Alderman Neitzel asked for a brief explanation of how the restructuring of the committees. Mayor Snyder said there will not be any individual committees but a committee as a whole and everything would be discussed together. Alderman Neitzel said wanted the community to know they could contact any Alderman. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

Resolution adopting working budget FY 2013/2014

 

City Administrator Ms. McLaughlin handed out a memo to the Aldermen and she went over the changes. Alderman Anderson said she would prefer they leave the projects in but they could look over and decide later what projects they would do. Ms. McLaughlin did throw the debt recovery money into a line item. Alderman Tibbs said the issue of the pole on the roof does not have to be done this year. Mr. Forgy corrected the number on Pulaski Street resurfacing and went over some of the micro surfacing that will be done as well as seal coating. Mayor Snyder said there are figures to cover if they get a settlement on the Street Department facility. Ms. McLaughlin went over the sewer fund balance and said this was the biggest decision they needed to make tonight. Mr. Ferguson said they have gotten the letter back from EPA and they have 24 months to get things in proper order and went over other items that needed to be addressed. Mayor Snyder suggested putting the cost into two fiscal years and there could be additional savings with a contract. Mayor Snyder said they could take the CEDS amount down to $3,000.00. Mayor Snyder gave the following changes: CEDS down to $3,000.00, Cap. Funds Project approve as presented looking at long term plan, Sewer dept. 50-74-06 down to $1,800.00 and 50-74-06 (to be named yet) down to $90,000.00. Alderman Anderson moved to approve as presented by the Mayor and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

There were no Bids to come before the City Council

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for March, 2013 and the report is also on file.

City Clerk's Report for March 2013 is on file.

Department Head Reports for March 2013 are on file.

 

New Business/Communications:

There was no New Business to come before the City Council.

 

Announcements:

 

Mayor Snyder said they wanted to thank a couple of colleagues so they could do this while the tv was going. Plaques were presented to Stacy Bacon and Dave Armbrust. The food will be next week.

 

Alderman Bacon said it has been very educational. Alderman Armbrust agreed.

 

Alderman Tibbs thanked Alderman Armbrust for his years on the Council.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. There were nine yeas (Alderman Anderson, Alderman Armbrust, Alderman Bacon, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

 

The City Council Meeting was adjourned at 8:04 p.m.
