City Council Committee's Meeting

April 23, 2013

Minutes of the City of Lincoln City Council Committees' Meeting held in the Council Chambers on Tuesday, April 23, 2013.

Those present were Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were City Clerk Mrs. Gehlbach, Mayor Snyder, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) and two absent (Alderman Bacon and Alderman Neitzel).

A moment of silence in memory of Mary Ellen Bruns. The Pledge was led recited by all.

Everyone was invited to have pizza, water and chocolate.

Public Participation:

Roger Bakken, Crown Brothers Lincoln Post was present for a 5K run/walk, May 5, 2013 at 1:00 p.m. starting at VFW. He is working on a petition to give the route.

Lincoln Speedway Motorcycle Event:

Mr. Norm Horn was present for a Lincoln Speedway Motorcycle event that has been asked to have on.

Kevin Snyder was present because of the rain (flooding) on the track in Peoria they need a place to run on Mother's Day weekend. The track is not usable and he came to Mr. Horn and this is a big money thing. There will be people spending the weekend. The insurance people are coming to check their situation. People are coming from all over the country. Kids ages to 4 to 72. Qualifying for event at Springfield at the end of May. They are willing to stop during church service. Hole shot race.

Alderman Anderson was in favor of doing this. Ms. McLaughlin said the city could give a consensus.

Mr. Snyder said he has a chaplain that will be there. Many head nods to allow the racing. They will put it on the agenda. He appreciated everything they are doing for him.

This will be put on the Consent Agenda for May 6, 2013.

Mr. Horn said they are having a race for Punk O'Donohue on Friday night.

Update from Downtown Steering Committee:

David Lanterman and Patrick Doolen were present for an update on the downtown revitalization plan. David Lanterman thanked Prairie Engineers for their assistance. Mr. Lanterman said there is money left that they are working on the plan for that.   Mr. Doolen said they would be asking DECEO for the remaining funds. They believed about $450,000.00 is left. The original plan was for the Kickapoo Street garage and the band podium in Latham Park. To change their plan they would have to send a revised plan. Mr. Forgy said they had three things: redevelopment study (overview to enhance quality of life for citizens), revitalization plan (majority of items), and private infrastructure (facade).

Oglesby Bridge Removal Options:

Mr. Forgy said they presented a proposal to move forward. There were six options and they selected option 6 which was $35,000.00. There are three options that the landscape architect has given them. Major concern with the option was having a dead end. Option A increases plan with $10,000.00 more than originally discussed, Option B increases plan by $5,000.00 and Option C increases plan by $2,500.00. He liked Option C and was looking for feedback.

Alderman Anderson liked Option C. Alderman Wilmert said he could go with A or C and probably more in favor of C. Alderman Tibbs said she thought Option C. Alderman Armbrust said he was in favor of C. Ms. McLaughlin wanted a clarification on the cost. Mr. Forgy explained the deviations to option 6 (original). It was agreed to put Option C on the agenda.

Fast Track Demolition of 716-718 N. Madison St.:

Mr. Lebegue had a memorandum for the Aldermen on the fast track demolition. The one that poses the most threat is 716 to 718 N. Madison Street. Jim Moody Excavating was the cheapest quote to demolish.   They should have enough left in the budget to do a few more demolitions.

Mayor Snyder reminded everyone of the city wide cleanup at the fairgrounds, West of Union is this Saturday and the following Saturday is for East of Union.

Logan County Tourism Discussion:

Alderman O'Donohue said he and Alderman Anderson met and they have a list of expectations and will get them to the Aldermen before the next committee workshop.

Announcements:

Mayor Snyder said they have a street closure list from the Chamber for the Barbecue Cook-off. Have on the agenda all the requests for the Art and Balloon Fest on the agenda.

Mayor Snyder said the Chamber was also asking for street closures their 100th Anniversary.

Mayor Snyder said they got their new contract with Animal Control and asked to have it on the agenda for approval on May 6, 2013.

Mayor Snyder said Open Arms 5K. Mr. Forgy said he has not been able to get the section of IDOT.

Mayor Snyder said he wanted to add for May 6, 2013 for extension with Gov temp for Ms. McLaughlin.

Alderman Wilmert said one battery needs to be replaced on the server which will be done over the weekend. The old printer needs to be replaced.

Mayor Snyder thanked Alderman Armbrust for his dedication as a City Alderman.

Alderman Armbrust said Saturday will be Punk O'Donohue's event. He appreciated all the help he has received over the years.

Mayor Snyder wished Alderman Bacon well and said she had a family event this evening.

Upcoming Meetings:

Council: May 6, 2013 – Council Meeting 7:00 p.m.

Committee as a Whole:     May 14, 2013 – 7:00 p.m.

Alderman Armbrust made a motion to adjourn the meeting and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Armbrust, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), zero nays, and one absent (Alderman Bacon and Alderman Neitzel); motion carried.

The City of Lincoln Committee’s as a Whole Meeting adjourned at 8:17 p.m.
