Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 6, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.

 

The Pledge of Allegiance was said by all.

 

Swearing in of Elected Officials:

 

Judge Thomas W. Funk swore in the following:

Mayor Keith Snyder with 920 votes

City Clerk Susan K. Gehlbach with 904 votes

City Treasurer Charles N. (Chuck) Conzo with 848 votes

Alderman Ward 1 Melody Anderson with 225 votes

Alderman Ward 1 Bruce Carmitchel with 187 votes

Alderman Ward 2 Kathleen Horn with 154 votes

Alderman Ward 2 David Wilmert with 162votes

Alderman Ward 3 Thomas H. O'Donohue with 167 votes

Alderman Ward 3 Jonette “Jonie” Tibbs with 222 votes

Alderman Ward 4 Martha “Marty” Neitzel with 222 votes

Alderman Ward 4 Jeff Hoinacki with 191 votes

 

City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and Alderman Wilmert and none absent. Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Administrator Ms. McLaughlin, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Snyder read the rules that they were going to follow to determine terms of office.

The results are as follows:

Police Chief Greenslate introduced each Officer and City Attorney Mr. Bates sworn in:

Petition by Lincoln/Logan County Chamber of Commerce to use City property and streets during the 2013 Lincoln Art and Balloon Festival on August 22 through August 25, 2013

Approve fast track demolition of 716-718 N. Madison Street

 

Alderman Anderson moved to approve the agenda with the removal Approval of Lincoln Speedway Motorcycle Event (Steve Nace Racing Promotions) on May 11 & 12, 2013 and Petition by Lincoln/Logan County Chamber of Commerce to use City property and streets during the 2013 Lincoln Art and Balloon Festival on August 22 through August 25, 2013 from the consent agenda and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approval of any items removed from the Consent Agenda

 

Petition by Lincoln/Logan County Chamber of Commerce to use City property and streets during the 2013 Lincoln Art and Balloon Festival on August 22 through August 25, 2013

 

Mayor Snyder said there was an additional request for S. Kickapoo Street to Shay Parking Lot on Clinton Street

 

Alderman Tibbs moved to approve and Alderman O'Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approval of Lincoln Speedway Motorcycle Event (Steve Nace Racing Promotions) on May 11 & 12, 2013

There was discussion about the race being stopped during church service. Alderman O'Donohue moved and Alderman Carmitchel seconded it.

City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), one nay (Alderman Wilmert), and none absent; motion carried.

 

Ordinances and Resolutions

Ordinance Revising the requirements for mechanical amusement device license applicants within the City of Lincoln

 

City Attorney Mr. Bates went over the changes. Alderman Carmitchel moved to approve the Ordinance and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

Advice and Consent to mayoral appointment of Boards and Commissions

 

Alderman Anderson moved to approve as outlined and Alderman O'Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approve extension of interim City Administrator contract with GovTemps USA

 

There was discussion. Alderman Carmitchel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. Alderman Tibbs moved to approve and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approve legal services contract with Prairie Engineers

 

Alderman Anderson moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approve agreement with Logan County for animal control services

 

There was a discussion about the agreement. Alderman Carmitchel moved to approve and Alderman Wilmert seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Approval of MFT program management contract

 

Alderman Anderson moved and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

Advice and Consent to mayoral appointment of Department Heads

 

Mayor Snyder recommended John Lebegue as Safety and Building Officer. Alderman Tibbs moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. City Attorney Mr. Bates swore in Mr. Lebegue.

 

Mayor Snyder recommended Ken Greenslate as Police Chief. Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. City Attorney Mr. Bates swore in Police Chief Greenslate.

Mayor Snyder recommended Mark Miller as Fire Chief. Alderman Neitzel moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. City Attorney Mr. Bates swore in Fire Chief Miller.

 

Police Chief Greenslate recommended Mike Geriets as Deputy Police Chief. Alderman Hoinacki moved and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. City Attorney Mr. Bates swore in Deputy Police Chief Geriets.

 

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and 5 ILCS 120/2(c)(11) litigation and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:06 p.m.

 

The meeting returned to regular Session at 8:45 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

 

Announcements:

There were no announcements to come before the City Council.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 8:45 p.m.
