Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 3, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

 

Mayor Snyder said that the birdhouses that were on display will be going to the community garden and will go to 1028 N. College, 417 N. Madison and 116 S. Logan. Materials were donated by Harold and Joyce Centers, RP Lumber and Alexander Lumber. They were constructed by Harold and Joyce Centers, Mark Leslie and the LCHS Woods Class. They were painted by students at Adams, Washington Monroe and West Lincoln Broadwell schools.

 

The Pledge of Allegiance was said by all.

 

Mayor Snyder called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Approve minutes of the May 14, 2013 and May 28, 2013 Committee As a Whole Meetings and May 20, 2013   Regular City Council Meeting

 

Alderman Anderson moved to approve as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

 

Approval of any items removed from the Consent Agenda

There were no item removed from the Consent Agenda.

 

Public Participation:

Mr. Bill Hoagland, Executive Director of Main Street Lincoln came to introduce Tracy Welch, is the secretary for the Main Street Lincoln Board and is also the Chairman of this year's promotions committee. Mr. Welch thanked the city for letting them host 5K run for Main Street Lincoln on Saturday, June 8, 2013 9:00 a.m. to 4:00 p.m. They have 60 runners registered (40% out of town), 30 volunteers, 21 sponsors and have asked Mayor Snyder to open the event. Pastor Joe Bercino ran in the Boston Marathon and he is giving the blessing and will bring his medal and talking to the people. Leslie Bennett will be singing the National Anthem. Oasis Senior Center will be providing meals for all the runners and public. There will be a street party afterwords. They are trying to promote downtown businesses that day. They are giving a cruise away. They have also teamed with Biggest Loser.

Mayor Snyder said the Lincoln Art Institute will have a Pic-n-pay (pick what you want and pay what you want) 11:00 a.m. until music stops which is in conjunction with Main Street.

 

Tuesday, June 4 at 4:00 at unveiling of new statue on Sangamon St. and then 5:00 to 7:00 p.m. for the Lincoln/Logan Chamber 100th Anniversary celebration.

 

Ordinances and Resolutions

Ordinance Instituting a hotel-motel operator's occupation tax effective December 1, 2013

 

Alderman O'Donohue moved to approve the Ordinance and Alderman Neitzel seconded it.   Alderman O'Donohue said the City would continue the pledge of money until December 1, 2014. Alderman Wilmert was not in favor. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) one nay (Alderman Wilmert), and one absent (Alderman Hoinacki); motion carried.

 

Bids:

There were no Bids to come before the City Council.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

There were no reports to come before the City Council

 

New Business/Communications:

Approve application by the Humane Society of Logan County for the preliminary and final plat approval and various variations from the City Code to establish a pet cemetery on a portion of the property at 1801 East Lincoln Parkway

 

Alderman Tibbs moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

 

Adopt list of City expectations for Tourism Bureau

Alderman O'Donohue moved to adopt the City's list of expectations and Alderman Neitzel seconded it. Alderman Wilmert was not in favor of this. Alderman Anderson asked a question because she was not present the week before. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

Approval of labor agreement through April 30, 2016 (changed from Agenda) with the Fraternal Order of Police

 

Mayor Snyder went over the agreement and the union has ratified it. Alderman Anderson moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

 

Advice and Consent to mayoral appointments to boards and commissions

 

Alderman Carmitchel moved to remove from the agenda and Alderman O'Donohue seconded it. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

 

Announcements:

Mayor Snyder received a letter from Comcast effective on July 25, 2013 WHOI ABC will no longer be available. He read the reply from Libbie Stein.

 

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried. The meeting adjourned to Executive Session at 7:23 p.m.

 

The meeting returned to regular Session at 7:57 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Hoinacki). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. Alderman Tibbs said this coming Saturday they will wax the floors and clean the carpet. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

 

The City Council Meeting was adjourned at 7:58 p.m.
