Minutes of an Adjourned City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, July 23, 2013.

Mayor Snyder called the Adjourned City Council Meeting to order at 7:02 p.m. City Clerk Mrs. Gehlbach called the roll. Those present were Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert. Also present were Street Superintendent Mr. Jackson, City Engineer Mr. Forgy, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Ordinances and Resolutions

Ordinance 2013-782 Appropriations FY 2013/2014

Alderman Anderson moved to approve Ordinance 2012-782 Appropriations for the City of Lincoln, Logan County, FY 2013/14 and Alderman Horn seconded it.

Ms. McLaughlin thanked City Clerk Mrs. Gehlbach for a couple of items that were caught as did Alderman Anderson. Ms. McLaughlin made those changes and it was reviewed one last time before it was copied. Ms. McLaughlin said “the only thing I added was in the budget we had already approved the tourism budget but I went ahead and added a sheet for tourism expenditures in the appropriations just in case anything changed because changing the appropriation is a major, major deal once it's passed so it is better safe than sorry. That doesn't mean we have to spend anything but it has been included in there based on it being approved in the budget,”

City Clerk Mrs. Gehlbach called the roll. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, Alderman Wilmert) zero nays, and one absent (Alderman Neitzel); motion carried.

Alderman Anderson moved to adjourn the meeting and Alderman seconded it. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, Alderman Tibbs, Alderman Wilmert) zero nays, and one absent (Alderman Neitzel); motion carried.

The City Council Meeting was adjourned at 7:04p.m.
