Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 19, 2013.
Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Also present were Assistant Fire Chief Coffey, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Street Superintendent Mr. Jackson and Police Chief Greenslate. Also present were Mayor Sndyer, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.
The Pledge of Allegiance was led by Mayor Snyder.
Public Participation
Mayor Snyder read a thank you from the Wallace Sparks family.
Mayor Snyder said the Utility Tax was on the agenda but was being taken off this evening. The language was for home ruled communities and the City of Lincoln is a non home rule community. This item will be discussed on Tuesday, August 27, 2013.
Richard Sinks said he was not in favor of long term debt of any kind. Mayor Snyder said the sewer has to be a self sustaining entity. Mr. Sinks was not in favor of how the money generated was being proposed.
Wanda Rohlfs thanked the Aldermen who responded to her late night email.
Mayor Snyder was to get a copy of the Ordinance to Mrs. Rohlfs. The tax is two parts with one being for electric and the other part being gas. The electric tax goes down with additional kilowatts. Natural gas is taxed on gross receipts. The ordinance does not differentiate between residential and commercial.
Ms. McLaughlin said that gross receipts are for the total bill. The gross receipt cost x %. Electric is kilowatts only. For 600 killowatts x 4% that equals 24 cents.
Mayor Snyder said there would be a worksheet available on Tuesday, August 27, 2013. The disbursements will be decided by the Council.
Cliff Marble said he did not like the tax but didn't like any tax. He voted for the two Aldermen in his ward and Mayor Snyder. He was willing to trust that the Aldermen and Mayor Snyder would do the right thing.

Alderman Anderson moved to approve the Consent Agenda as presented with the the exception of listed item 5(3) Approval of City of Lincoln Parks and Recreation Tobacco Free Policy and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.
Item removed from the consent agenda
Approval of City of Lincoln Parks and Recreation Tobacco Free Policy
Mayor Snyder asked for discussion. Alderman Wilmert said he asked to have this removed from the Consent Agenda so it could be discussed. Alderman Wilmert said he is not a smoker but didn't want to go on record supporting a policy telling other people they couldn't smoke outdoors in the park. Alderman Neitzel moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) two nays (Alderman Carmitchel and Alderman Wilmert), and none absent; motion carried.

Alderman Tibbs moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. Alderman Tibbs moved to approve and Alderman Carmitchel seconded. City Clerk Mrs. Gehlbach called the roll call. Approval of agreement between Lincoln Police Department and Lincoln Community High School to create position of School Resource Officer
Alderman Horn moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, one abstention (Alderman Wilmert), and none absent; motion carried.
Announcements:
Mayor Snyder said the IML meeting in Chicago is coming up.
Art and Balloon Fest is this coming weekend.
Police Chief Greenslate said they needed to get more parking ticket volunteers.
Mayor Snyder said there would be a special voting session on Tuesday, August 27, 2013 before the Committee of the Whole.
Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and 5 ILCS 120/2(c)(5) purchase or lease of real estate and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 7:41 p.m.
The meeting returned to regular Session at 8:05 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.
Police Chief Greenslate said Lincoln Community High School voted 4 to 1 in favor of the Safety Resource Officer.
Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.
