Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 7.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Wilmert). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The Pledge of Allegiance was led by Mayor Snyder.

Public Participation

Mayor Snyder thanked Alderman O'Donohue for his work at getting the sound system repaired. Alderman O’Donohue thanked Alderman Tibbs for her persistence.

Mayor Snyder thanked Kathy Vinyard for ordering and installing new black skirting around the Council Chambers covering the desks.

Approval of motion to postpone regular City Council Meeting on October 21, 2013 from 7:00 p.m. to 7:30 p.m.

Resolution #2013-277 establishing November as National Hospice Month in Lincoln

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.   There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

New Business/Communications:

Approve Agreement with Prairie Engineers for Pulaski Street construction observation engineering contract

 

Alderman Carmitchel moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Petition by Knecht Construction for use of barricades to block sidewalks and street while roof construction is completed at 625 Pulaski Street

Alderman Carmitchel moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Approve checks issued in advance in the amount of $300.00 each for City Officials who request advance payment to attend the Illinois Municipal League

Alderman Anderson moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

Announcements:

Fire Chief Miller said the Fire Department is hosting a fundraiser by Graue Chevrolet at City Hall this Saturday, October 12, 2013 from 10:00 a.m. to noon. For every test drive, Graue Chevrolet will donate $20.00 to the City of Lincoln Fire Department.

Fire Chief Miller noted the Fire Department had the 3rd graders from Northwest School in the firehouse today for a breakfast of pancakes and sausage. This week is National Fire Prevention Week.

Alderman Neitzel said she walked down Hamilton Street to see the white topping surface and it looks great.

Mayor Snyder noted that Rachel Buche was present in the audience to observe for a class at ISU.  

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. The meeting adjourned to Executive Session at 7:10 p.m.

The meeting returned to regular Session at 7:17 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Wilmert); motion carried.

The City Council Meeting was adjourned at 7:20 p.m.
