Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, November 4, 2013.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and one absent (Alderman Horn). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

A moment of silence was held for Loren Hoagland, Richard Funk, Chad Merreighn and Steve Newman. The Pledge of Allegiance was led by Mayor Snyder.

Payment of Bills

Approve fast track demolition process for property located at 803 Short 8th Street

Approve fast track demolition process for property located at 424 N. Jefferson Street

Approval of Plat of Dedication for 1010 Heitmann Drive at the petitioner's expense

Approval of Pulaski Street pay estimate for Stark Excavation in the amount of $195,190.80

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Horn); motion carried.

Ordinances and Resolutions:

There were no Ordinances and Resolutions to come before the City Council.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for the Annual Report for fiscal year 2012/2013, a copy is on file, and it was published in the Lincoln Courier.

Reports from 2013 IML Conference attendees:

Alderman Neitzel moved to table until November 18, 2013 and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Horn); motion carried.

New Business/Communications:

Approval of letter of engagement with Northern Illinois University Center for Governmental Studies for strategic planning consulting services in the amount of $5,000.00

 

Alderman Tibbs moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) one nay (Alderman Carmitchel), and one absent (Alderman Horn); motion carried.

Announcements:

Mayor Snyder said they had received a resignation letter from Tracy Jackson last week and his last day on payroll will be November 15, 2013. He wished him well.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Horn); motion carried. The meeting adjourned to Executive Session at 7:13 p.m.

The meeting returned to regular Session at 7:31 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and one absent (Alderman Horn). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:32 p.m.
