Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 2, 2013.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The Pledge of Allegiance was led by Mayor Snyder.

Consent Agenda by Omnibus Vote:

Payment of Bills

Approval of minutes of June 25, 2013 and July 9, 2013 Committee of the Whole Meetings

Approval of Maurer Stutz contract engineering payouts in the amount of $5,728.75

 

Alderman Carmitchel moved to approve the Consent Agenda and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

Ordinances and Resolutions:

 

Ordinance Amending the City Code adding special uses in the R-1, C-1 and C-2 districts within the City Limits

Alderman Anderson moved to approve as presented and Alderman Wilmert seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert), one nay (Alderman Carmitchel), and one absent (Alderman Hoinacki); motion carried.

Public Participation

Swearing in of Miles Craig as Police Corporal

City Attorney Mr. Bates swore in Miles Craig as Police Corporal.

Swearing in of Matt Vhalovich as Police Sergeant

City Attorney Mr. Bates swore in Matt Vhalovich as Police Sergeant.

Ordinances and Resolutions:

 

Ordinance providing for the issue of not to exceed $500,000.00 General Obligation Bond (Limited Tax) Bonds, Series 2013 and for the levy of a direct annual tax to pay the principal and interest on said bonds

Alderman Neitzel moved to approve and Alderman Carmitchel seconded it. Mr. John Vezzetti with Bernardi Securities had a handout on the final pricing summary. Mrs. Gehlbach called the roll call. There were six yeas (Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, one abstention (Alderman Anderson), and one absent (Alderman Hoinacki); motion carried.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

There were no reports to come before the City Council.

New Business/Communications:

 

Approval of Civil Service Rules amendments

Advice and consent to the appointment of Mark Miller to the Fire Pension Board

Announcements:

The Aldermen were given a handout from United Way.

The Christmas parade is Thursday, December 5, 2013.

On Friday, December 6, 2013 the Chamber of Commerce, Tourism Bureau and Economic Development will hold their Annual Open House from 11:30 a.m. to 2:00 p.m.

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Hoinacki); motion carried.

The City Council Meeting was adjourned at 7:23 p.m.
