Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, November 18, 2013.

Mayor Snyder called the regular City Council Meeting to order at 7:03 p.m. City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue and Alderman Tibbs) and two absent (Alderman Carmitchel and Alderman Wilmert). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

A moment of silence to remember those that suffered damages from the tornadoes on Sunday, November 17, 2013 was held prior to the Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Snyder.

Approval of pay request for Hamilton Street Whitetopping from Otto Baum Company in the amount of $73,021.75

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and two absent (Alderman Carmitchel and Alderman Wilmert); motion carried.

Ordinances and Resolutions:

Ordinance amending the hotel-motel operator’s occupation tax to include late payment penalty in the amount of 2%

Alderman O’Donohue moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and two absent (Alderman Carmitchel and Alderman Wilmert); motion carried.

Ordinance pertaining to loud, disturbing and unnecessary noises

Alderman Tibbs moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and two absent (Alderman Carmitchel and Alderman Wilmert); motion carried.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports were given by Alderman Neitzel, Alderman Horn, Alderman Hoinacki and Mayor Snyder.

City Treasurer Mr. Conzo gave an oral report for October, 2013 and a copy is on file.

City Clerk's Report for October, 2013 is on file.

Department Heads reports are on file for October 2013

New Business/Communications:

There was no new Business to come before the City Council.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(11) probable or imminent litigation and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and two absent (Alderman Carmitchel and Alderman Wilmert); motion carried. The meeting adjourned to Executive Session at 7:33 p.m.

The meeting returned to regular Session at 7:45 p.m. City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue and Alderman Tibbs) and two absent (Alderman Carmitchel and Alderman Wilmert). Police Chief Greenslate was present. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Alderman Neitzel moved to adjourn and Alderman O’Donohue seconded it. There six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and two absent (Alderman Carmitchel and Alderman Wilmert); motion carried.

The City Council Meeting was adjourned at 7:53 p.m.
