Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 17, 2014.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was led by Mayor Snyder.

 

Public Participation

Abraham Lincoln Statue Committee

Bill Donoth was present asking the Lincoln City Council to consider putting in the City’s budget $2,000.00 to purchase one of 24 inch Bronze Sculptures.

 

Tom Sackett of the Lincoln Jaycees presented the Lincoln City Council with signs to put up at the entrances to Lincoln. The Jaycees meet the third Sunday of the month and members are 18 years to 40 years of age.

Payment of Bills

Approval of minutes of August 27, 2013 Committee of the Whole, September 3, 2013 and March 3, 2014 Regular City Council Meetings

Approval of Lincoln Speedway Race Schedule for 2014 with a total of 90 minutes of time extensions for the season

Resolution #2014- 284 authorizing the extension of a Law Enforcement Mutual Aid Agreement

Approval of renewal of Illinois Law Enforcement Alarm System (ILEAS)

Approval of authorization for the City to seek bids for pulverization and seal coating

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried.

 

Ordinances and Resolutions:

There were no Ordinances and Resolutions to come before the City Council.

 

Bids:

There were no Bids to come before the City Council.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for February, 2014 and a copy is on file.

City Clerk's Report for February, 2014 is on file. City Clerk Mrs. Gehlbach said paper statements will begin in April for commercial customers and begin in May with regular customers. Alderman Anderson, Alderman Neitzel and Alderman Tibbs agreed this is the right thing to do.

Department Heads reports are on file for February, 2014 (Police Department, Fire Department and Sewer Department).

 

New Business/Communications:

Approval of ALMH Sanitary Sewer Easement Agreement

 

Alderman Neitzel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried.

 

Approval of RFP for Administrative Code Hearing Officer

 

Alderman Tibbs moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried.

 

Announcements:

 

Mayor Snyder said Alderman Bauer was doing the Polar Plunge this Saturday.

 

Alderman Hoinacki said the Boy Scout BBQ was on Sunday.

 

Alderman Horn thanked Police Chief Greenslate and City Administrator Ms. McLaughlin for resolving a problem with noise at the box factory.

 

Mayor Snyder reminded everyone that the Lincoln Railers play tomorrow night.

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried. The meeting adjourned to Executive Session at 7:22 p.m.

 

The meeting returned to regular Session at 7:47 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent; motion carried.

 

The City Council Meeting was adjourned at 7:48 p.m.
