Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, March 11, 2014.

 

Those present were Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs. Also present were Street Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, Fire Chief Miller, American Water/EMC Mgr. Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

 

Mayor Pro Tem Anderson called the meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll call. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant, and none absent.

 

A moment of silence was held for the death of Bill Bates’ father. The Pledge of Allegiance was led by Alderman Anderson.

 

Public Participation:

 

Mayor Pro Tem Anderson read the resignation from Alderman Carmitchel.

 

Lincoln Speedway:

Mr. & Mrs. Norm Horn had a handout which showed a total of 27 minutes were used out of the 90 minutes that were allotted. There were only 2 rain dates used out of 9. The Horns’ announced that Ken Dobson will help promote the Lincoln Speedway. MAV tv will be out at the track doing a 30 minute race session and there will also be another 60 minute session. A monster truck event will be held on Sunday, June 15, 2014. The schedule for this season will be placed on the March 17, 2013 Consent Agenda.

 

Alpha & Omega Transit:

 

Charles Doty stated that they started the company in 2011 and began operating in 2012. They are a not for profit medical transportation company in Decatur. They are looking to expand into Lincoln. Hours of operation are 6:00 a.m. to 6:00 p.m. and will transport to other communities (Peoria, Decatur, Springfield, etc). They have the ability to take patients that are in wheelchairs. They are seeking a taxi cab license.

 

City Clerk Mrs. Gehlbach said a public hearing would have to be held. A meeting notice has to be placed in the newspaper for three consecutive days. There are two licenses with only one currently being used. The earliest the public hearing could be held would be on April 7, 2014.

ILEAS Agreement renewal:

 

Police Chief Greenslate said this is the Illinois Emergency Activation System. This agreement allows the City of Lincoln to renew the agreement which is being updated. The biggest change is outlining and clarifying the rules and makes it simpler to amend their by-laws. The Agreement and Resolution were to be on the Consent Agenda for March 17, 2014.

 

Abraham Lincoln Memorial Hospital Sanitary Sewer Easement:

Ms. McLaughlin said the City of Lincoln approved the conflict waiver at the last voting meeting. The language has been changed to meet everyone’s approval. It will be on the Regular Agenda.

 

Pulverization and Seal coating Bid:

Ms. McLaughlin said Maurer-Stutz will be going out for bids through IDOT. This will be on the Consent Agenda for March 17, 2014.

 

RFP – Administrative Code Hearing Officer:

Ms. McLaughlin said this follows the Ordinance and is an attorney. Police Chief Greenslate said there would only be a few a year for the impound Ordinance. This item will be placed under New Business on the Agenda for Monday, March 17, 2014.

 

Other Discussion:

Alderman Hoinacki has Boy Scout BBQ tickets available.

Alderman Horn moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) zero nays, one seat vacant and none absent; motion carried. The meeting adjourned to Executive Session at 7:37 p.m.

 

The meeting returned to regular Session at 7:52 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant, and none absent. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bill Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

 

Alderman Hoinacki made a motion to adjourn the meeting and Alderman O’Donohue seconded it. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) zero nays, one seat vacant and none absent; motion carried.

 

The City of Lincoln Committee of the Whole Meeting adjourned at 7:53 p.m.
