Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 3, 2014.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson (she arrived at 7:03 p.m.), Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Neitzel). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Street Superintendent Mr. Landers, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

Pledge of Allegiance:

The Pledge of Allegiance was led by Mayor Snyder.

Public Participation:

Swearing in of Walt Landers, Street Superintendent

City Attorney Mr. Blinn Bates swore in Mr. Walt Landers as the Street Superintendent.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Approval of intergovernmental agreement with IDOT for acquisition of the Lincoln Depot

Alderman Carmitchel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Ordinance #2014-796 amending sections of the City Code creating a Historic Preservation Commission

Alderman Tibbs moved to approve and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Ordinance # 2014-797 for the establishment of Downtown Historic Preservation District (tabled 2/18/14)

Alderman O’Donohue moved to remove from the table and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried. Alderman Tibbs moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, and Alderman Tibbs) zero nays, one abstention (Alderman O'Donohue) and one absent (Alderman Neitzel); motion carried.

Ordinance# 2014-798 providing for the impoundment of motor vehicles

Alderman Tibbs moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Ordinance # 2014-799 creating a code hearing department

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Ordinance# 2014-800 amending the definitions contained in 10-1-3 of the City Code to allow the parking of non-motorized recreational travel trailers in a mobile home or trailer coach park

Alderman Carmitchel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Ordinance # 2014-801 amending the public ways obstruction regulations of the City of Lincoln contained in the City Code 8-3-4

Alderman Anderson moved to approve and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) one nay (Alderman Carmitchel), and one absent (Alderman Neitzel); motion carried.

Resolution # 2014-283 of Authorization for the City to apply for a PARC Grant from Illinois DNR for the development of Apex Park

Alderman Carmitchel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Bids:

Approval of bid from ADS Environmental Services for flow metering services in the amount of $77,894.00

There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

Approval of purchase and installation of new recording system for City Council Chamber

Alderman O’Donohue moved to approve the quote from Thompson Electronics Company in the amount of $1,434.00 and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman O'Donohue, and Alderman Tibbs) zero nays, and one absent (Alderman Neitzel); motion carried.

There were no announcements to come before the City Council.
