Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, September 3, 2013.

Mayor Snyder called the regular City Council Meeting to order at 7:01 p.m. City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Street Superintendent Mr. Jackson and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The Pledge of Allegiance was led by Mayor Snyder.

Payment of Bills

Petition by Lincoln Area Running Club to close various streets to hold the “2 Mile Tune Up” race on September 14th, 2013 (proof of insurance attached)

Petition by Lincoln Knights of Columbus Council to hold a Tootsie Roll Drive at the intersection of Broadway & McLean Streets on September 20, 2013 from 9:00 a.m. to 5:00 p.m. and on September 2, 2013 from 9:00 a.m. to 1:00 p.m. (proof of insurance attached)

Petition by Logan County EMA & Logan County Department of Public Health to close S. McLean Street between Decatur & Clinton Streets for Family Preparedness Day on September 28, 2013 from 6:00 p.m. to 8:00 p.m. (proof of insurance attached)

Petition by Lincoln Community High School’s Student Government to white wash various streets on Sunday, September 29, 2013 from 6:00 p.m. to 8:00 p.m. (proof of insurance attached)

Petition by Harvest of Talents to erect a sign on the corner of N. Kickapoo and Pekin Streets for “Harvest Day” with the sign remaining in place until October 28, 2013

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.   There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and none absent; motion carried.

Public Participation

Mayor Snyder read a thank you note from Jim and Nancy Ireland.

Mrs. Rohlfs thanked Mayor Snyder and the Aldermen who responded to her email. She stated that it would be the businesses that would be paying the bulk of the utility tax. She asked if the Ordinance on page 7 had been changed because it looked the same to her.

City Administrator Ms. McLaughlin commented that the Ordinance was the way it should be. Mayor Snyder said they had made changes as suggested by the Illinois Municipal League.

Police Corporal Matt Vhalovich said he had been employed by the City of Lincoln Police Department for the past 8 ½ years. He currently is the President of the FOP #208 and President of the Pension Board. The Police Officers are in favor of the tax and they continue to stand in favor of this tax.

Alderman Neitzel made note that most of the Firefighters and Police Officers do not live within the City of Lincoln limits and will not help pay this tax.

Ordinances and Resolutions:

Ordinance 2013-787establishing a utility tax and adopting the Local Taxpayer’s Bill of Rights

Alderman Anderson moved to approve and Alderman O’Donohue seconded it. City Clerk Mrs. Gehlbach called the roll call. There were four yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, and Alderman O'Donohue) four nays (Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), Mayor Snyder vote yea to break the tie and none absent; motion carried.

New Business/Communications:

Approve request to fill vacancy in Fire Department

 

Alderman Horn moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

Acceptance of bid from Otto Baum Company, Inc. for the white topping and concrete overlay of Hamilton Street between Pulaski and Broadway Streets in the amount of $78,970.75

Alderman Neitzel moved to approve and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

Acceptance of a seal coating bid FY 14

Alderman Carmitchel moved to reject the bids and Alderman Wilmert seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

Advice and consent to mayoral appointment to the Civil Service Commission

Alderman Neitzel moved to approve Mayor Snyder’s appointment of Mitch Smith to the Civil Service Commission and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

Announcements:

 

Central Illinois Blood Center will have two blood drives: 1) September 20, 2013 at Lincoln College and 2) September 27, 2013 at the VFW.

Notice of Anytime Fitness and the Humane Society of Logan County will be hosting the Hound and Human Health Fair (Wolf Stock) on Saturday, September 21, 2013 from 10:00 a.m. to 2:00 p.m. at Kickapoo Creek Park.

Mayor Snyder received an email this week from the Governor’s office of Management and Budget for the two Capital Grants to repair the library parking lot. The City of Lincoln has been approved and submitted to the Comptrollers Office for disbursement.

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it. There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 7:47 p.m.
