Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, February 3, 2014.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were five Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, and Alderman Horn) and three absent (Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

Pledge of Allegiance:

The Pledge of Allegiance was led by Mayor Snyder.

Public Participation:

Mr. Willie Rentmeister of Rentmeister Construction in Mt. Pulaski wondered if there was anything to be reported. Mayor Snyder said there wasn’t anything to report at this time and it has been looked into and the City of Lincoln is continuing to gather information and there was nothing to report at this time. Mr. Rentmeister asked if the City of Lincoln had contacted the Assessor’s Office. Mayor Snyder said some information had been received on some additional houses. Mr. Rentmeister asked if a committee would be put together to look into the matter. Mayor Snyder asked Mr. Rentmeister if he had had any discussions with the school districts. Mr. Rentmeister said not since he came to the City Council. Police Chief Greenslate said Mr. Rentmeister could appeal at the Assessor’s office.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach said one bill was duplicated. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn,) zero nays, and three absent (Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs); motion carried.

Ordinances and Resolutions:

Ordinance to Amend the Enterprise Zone Intergovernmental Agreement (tabled January 21, 2014)

Advice and Consent to Mayoral Appointment of Street Superintendent, Walt Landers

 

Mayor Snyder said March 3 would be Mr. Landers beginning date. Alderman Horn moved to approve Mayor Snyder’s appointment of Walt Landers as Street Superintendent and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn,) zero nays, and three absent (Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs); motion carried.

Ordinance to Amend the Enterprise Zone Intergovernmental Agreement (tabled January 21, 2014)

Mr. Hamlin was present to discuss the Central Illinois Ag rebuilding after a fire. Alderman Carmitchel moved to remove from the table and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn,) zero nays, and three absent (Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs); motion carried. Alderman Carmitchel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn,) zero nays, and three absent (Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs); motion carried.

Alderman Horn moved to adjourn and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn,) zero nays, and three absent (Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 7:18 p.m.
