Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, January 28, 2014.

Those present were Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue. Also present were Assistant Street Superintendent Mr. Wright, Safety and Building Officer Mr. Lebegue, Assistant Fire Chief Coffey, American Water/EMC Mgr. Mr. Ferguson, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.  

Mayor Snyder called the meeting to order at 7:00 p.m. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) and one absent (Alderman Tibbs).

Mayor Snyder led the Pledge of Allegiance. Mayor Snyder mentioned that police officer Mr. Roy Holmes passed away. Police Chief Greenslate noted that Mr. Holmes worked from 1957 to 1977 and lived in Missouri the last several years.

(Public participation meeting re LTCP)

American Water/EMC Mgr. Mr. Ferguson went over the following handouts (only Aldermen received copies).

  1. 1.CSO (Combined Sewer Overflow);
  2. 2.Pollution Prevention Plan; and
  3. 3.Public Notification Plan

Mr. Ferguson had a sign in sheet for everyone present at the meeting to sign.

Railsplitter Antique Auto Club Petition:

Mr. Jim Loeffler was present and the City Clerk has received the Certificate of Insurance for the Auto Club. Mayor Snyder said that the counsel could grant the first paragraph of the petition and Mr. Loeffler and the Chamber could work out the details for the other streets. This item will be on the February 3, 2014 Consent Agenda.

Pulaski Pay Request #2:

The amount of $193,963.70 is being requested to be paid to Stark Excavating, Inc. of Bloomington, Illinois. Ms. McLaughlin stated the pay request would be added to the regular list of bills on the February 3, 2014 Consent Agenda.

Oglesby Bridge Pay Request #1:

The amount of $34,425.00 is being requested to be paid to Stark Excavating, Inc. of Bloomington, Illinois. Ms. McLaughlin stated the pay request would be added to the regular list of bills on the February 3, 2014 Consent Agenda.

Other Discussion:

There were no other discussion items to come before the Committee of the Whole.

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and 5 ILCS 120/2(c)(11) probable, pending or imminent litigation and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. . There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and one absent (Alderman Tibbs); motion carried. The meeting adjourned to Executive Session at 7:22 p.m.

The meeting returned to regular Session at 8:07 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) and one absent (Alderman Tibbs). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Hoinacki seconded it. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and one absent (Alderman Tibbs); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:07 p.m.
