Minutes of a Special Meeting held to tour the Lincoln City Police Department and the Lincoln City Fire Department, on Tuesday, August 5, 2013.

Mayor Snyder called the Special City Council Meeting to order at 6:00 p.m. There were five Aldermen present (Alderman Anderson, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and three absent (Alderman Carmitchel, Alderman Hoinacki, and Alderman Wilmert). Also present were Fire Chief Miller, Assistant Street Superintendent Mr. Wright, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The meeting opened in the parking lot of City Hall.

The meeting then moved to the Safety Complex. Those present were given a tour of the City of Lincoln Police Department. The tour included the interview room, evidence packaging and evidence lockers, detectives’ room, and Police Chief and Deputy Police Chief offices. The officers commented that they did not have a place that was safe to dry evidence. The department has privacy issues with not having a soft interview room for victims and separate places for victim(s), witness/witnesses, and suspect(s). The electrical needs are not being met for all the equipment etc. The bathrooms are not ADA accessible. The City of Lincoln Police Department only has 1,665 square feet. Police Chief Greenslate thanked the Fruges’ for their work in getting the department ready for the tour.

The meeting moved to City Hall for the Fire Department tour. The fire department is limited on what size their apparatus’s are due to the building constraints. The 1984 ladder truck barely fits in the truck bays. The bay will not allow anything taller than 10 feet. The City of Lincoln Fire Department received a grant for the exhaust system that was installed to keep the exhaust out of the offices in City Hall and the sleeping quarters above. There was a back stairway added in 1995. The department does not have a separate facility for women such as sleeping quarters. As a reminder, this facility was built in 1895 with the last addition in 1906, structural issues also include brick and mortar degradation and the fact that a basement exist under the main apparatus floor which has over 70,000 lbs of equipment parked above.

The City Council Meeting was adjourned at 6:50 p.m.
