Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 21, 2014.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were five Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue) and two absent (Alderman Hoinacki and Alderman Tibbs). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The Pledge of Allegiance was led by Mayor Snyder.

New Business/Communications:

Advice and Consent of the Mayoral Appointment of Alderman to fill Vacancy in Ward 2

 

Alderman Anderson moved to approve Michelle Bauer as Alderman Ward 2 and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five yeas (Alderman Anderson, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

Mayor Snyder swore in Mrs. Bauer.

Public Participation

Mayor Snyder read a thank you from Heidi Moore (new police hire).

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

Ordinances and Resolutions:

Ordinance to Amend the Enterprise Zone Intergovernmental Agreement

Alderman Neitzel moved to table and Alderman Carmitchel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

Bids:

There were no Bids to come before the City Council.

Unfinished Business:

There was no Unfinished Business to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral report for December, 2013 and a copy is on file.

City Clerk's Report for December, 2013 is on file.

Department Heads reports are on file for December, 2013.

Safety and Building Officer Mr. Lebegue gave an oral report on the summary of building permits.

Approval of investment policy for City funds

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

Approval of agreement with Prairie Engineers for sewer Inventory for LTCP

Alderman Neitzel moved to approve and Alderman Carmitchel seconded it. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

Announcements:

Mayor Snyder said a public meeting will be held next Tuesday, January 28, 2014 prior to the Committee of the Whole Meeting for the long term control plan at 7:00 p.m.

Mayor Snyder said Carroll Catholic School will be celebrating Catholic Schools Week beginning Monday, January 27, 2014. Mayor Snyder will present the Resolution at their convocation on Monday, January 27, 2014.

Alderman Neitzel moved to adjourn and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Carmitchel, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 7:29 p.m.
