Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, January 14, 2014. This meeting was rescheduled from Monday, January 6, 2014 due to weather conditions.

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Wilmert) and two absent (Alderman Carmitchel and Alderman Tibbs). Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, Public Works Director Mr. Lakhani, and Police Chief Greenslate. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

The Pledge of Allegiance was led by Mayor Snyder.

Public Participation

Mr. Willie Rentmeister, Rentmeister Construction in Mt. Pulaski, built a home in Rolling Prairie Subdivision. Mr. Rentmeister was looking for assistance in reducing the real estate taxes in the City of Lincoln overall. Mr. Rentmeister built a new single-family home at 1516 N. Union and said the taxes were astronomical. He acknowledged that the City of Lincoln’s portion is small, but wondered if the City of Lincoln might be willing to take the lead in getting things changed.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

Ordinances and Resolutions:

Ordinance #2014-794 Approving special use in an R-1 District

Alderman Neitzel moved to approve as presented and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

Approval of City Council amended meeting schedule for 2014

 

Alderman Anderson moved to approve and Alderman Neitzel seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

Authorize renewal of City Farm Lease agreement for 2014

Alderman Neitzel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

Approval of work order with Prairie Engineers to perform the design engineering on the streetscape block of Pulaski (in the amount of $57,300.00)

Alderman Neitzel moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

Announcements:

Mayor Snyder recognized Alderman Wilmert for his years of service with a plaque.

Alderman Neitzel moved to adjourn and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Wilmert) zero nays, and two absent (Alderman Carmitchel and Alderman Tibbs); motion carried.

The City Council Meeting was adjourned at 7:25 p.m.
