Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 5, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and one absent (Alderman Carmitchel). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Jackson, Safety and Building Officer Mr. Lebegue, Ms Colleen Ayers for Mr. Forgy, and Police Chief Greenslate. Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, Deputy City Clerk Mrs. Fulk, and City Administrator Ms. McLaughlin.

 

Mayor Snyder asked for a moment of silence for former Fire Chief Wally Sparks and for former Police Corporal Ron Pasquale. The Pledge of Allegiance was led by Mayor Snyder.

 

Public Participation:

Payment of Bills

Approve minutes of the Regular City Council Meeting on July 15, 2013, Public Hearing Meeting on July 23, 2013 and Adjourned City Council Meeting on July 23, 2013

Request from Chamber of Commerce to close and use City property on Pulaski Street for BBQ Vendors on August 23, 24 & 25th, 2013 and to close and use public streets for Balloon Festival Parade on August 23, 2013

 

Alderman Anderson moved to approve the Consent Agenda as presented with correction in the July 15, 2013 City Council meeting. The incorrect July 15, 2013 minutes stated Mayor Snyder called for the Consent Agenda but Mayor Snyder was not present at that meeting; it was Mayor Pro Tem Anderson. Alderman Horn seconded the motion. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried. 

Approval of any items removed from the Consent Agenda

There were no items removed from the Consent Agenda.

 

Ordinances and Resolutions

Ordinance #2013-784 granting a special use permit to establish a legal office in the R-2, Residential District at the property located at 1226 Broadway Street

 

Alderman Tibbs moved to approve and Alderman Horn seconded it. 

 

 

City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

Ordinance #2013-783 Amending the City Code to require removal of dead and dangerous trees on private property

 

Alderman Anderson moved to approve the Ordinance and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one nay (Alderman Wilmert), and one absent (Alderman Carmitchel); motion carried.

 

Resolution to request support from IDOT for ITEP grant application

 

Alderman Neitzel moved to approve and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

Bids:

There were no Bids to come before the City Council.

New Business/Communications:

 

Approval of request from Lincoln Speedway for Motorcycle event on September 21, 2013

 

Alderman Tibbs moved to approve the request and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

Request to close the 500 block of Pulaski Street on Sunday, September 15, 2013 from 9:00 a.m. to 6:00 p.m. for a Firefighter Appreciation Picnic

 

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

Approval of request by Abraham Lincoln Memorial Hospital for preliminary plat approval and final plat approval for a major subdivision of land at the property located at 200 Stahlhut Drive

 

Alderman Neitzel moved to approve and Alderman Tibbs seconded it. Mayor Snyder stated for the record that Woods & Bates law firm also represents Abraham Lincoln Memorial Hospital. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

Announcements:

Mayor Snyder was glad to have Alderman Neitzel back.

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2 (c) (5) purchases or lease of real estate and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried. The meeting adjourned to Executive Session at 7:20 p.m.

 

The meeting returned to regular Session at 7:46 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) and one absent (Alderman Carmitchel). Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Bates, Deputy City Clerk Mrs. Fulk and City Administrator Ms. McLaughlin.

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it. There were seven yeas (Alderman Anderson, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and one absent (Alderman Carmitchel); motion carried.

 

The City Council Meeting was adjourned at 7:46 p.m.
