Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, October 21, 2013.

 

Mayor Snyder called the regular City Council Meeting to order at 7:30 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, American Water/EMC Manager Mr. Ferguson, Assistant Street Superintendent Mr. Wright, Police Chief Greenslate and City Engineer Mr. Forgy (he arrived at 7:40 p.m.).  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

 

The Pledge of Allegiance was led by Mayor Snyder.

 

Public Participation

 

Mr. Vic Martinek, President of the Economic Development Partnership Board of Directors announced that Brian Bergen, Economic Development Council had tendered his resignation. A search team has started the search for another Director.

 

Presentation of Audit FY 2012/2013 by Lori Milosevich from Estes, Bridgewater & Ogden

 

Ms. Milosevich gave a presentation on the Audit.

Payment of Bills

Approve minutes of the October 7, 2013 Regular City Council Meeting

Petition by William Brackett to use City property in Block 15 of Latham's First Addition to film”The Law of Men” on November 17, 2013 subject to proof of insurance

Petition by Kathy Vinyard to request closing 100 block of South Kickapoo, 500 block of Pulaski, and the corner connecting them for “Trunk or Treat” on Saturday, October 26, 2013 from 3:30 p.m. To 6:30 p.m. hosted by City of Lincoln, Lincoln Park District and Main Street Lincoln. 

Petition by Main Street Lincoln to close certain streets on December 5, 2013 at 5:30 p.m. for the Annual Christmas Parade subject to proof of insurance.

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.   There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and none absent; motion carried.

 

Ordinances and Resolutions:

There were no Ordinances and Resolutions to come before the City Council. 

 

 

 

 

Bids:

Approval of bid from Gallagher Asphalt Corporation for heat scarification of various city streets in the amount of $343,432.00

 

Mr. Forgy recommended this project be awarded to Gallagher Asphalt Corporation to be completed next spring.   Alderman Neitzel moved to approve and Alderman Carmitchel seconded it.  City Clerk Mrs. Gehlbach called the roll call.   There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert) zero nays, and none absent; motion carried.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for September, 2013 and a copy is on file. 

City Clerk's Report for September, 2013 is on file. 

Department Heads reports are on file for September 2013 (Street and Alley, Lincoln Fire Department, Sewer Department, and Lincoln Police Department).

 

New Business/Communications:

Approval of cost increase proposal from Logan County Joint Solid Waste Agency

 

Alderman Wilmert moved to approve and Alderman Tibbs seconded it.  Alderman O'Donohue said the City is already paying for these services.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman Tibbs, and Alderman Wilmert), one nay (Alderman O'Donohue), and none absent; motion carried. 

 

Approval of letter of engagement with Bernardi Securities for issuance of 2013 G.O. Bonds

 

Alderman Carmitchel moved to approve and Alderman Neitzel seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, one abstention (Alderman Anderson), and none absent; motion carried. 

 

Announcements:

 

Alderman Carmitchel thanked those who handle the City's money.

 

Police Chief Greenslate said Trick or Treat hours will be Thursday, October 31, 2013 from 5:00 p.m. to 8:00 p.m.

 

Mayor Snyder said this Saturday is Trick or Treat with the Mayor at 3:30 p.m. and at 4:30 is Trunk or Treat.

Mayor Snyder said this Saturday is also Harvest of Talents at Lincoln Christian Church.

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:08 p.m. 

 

The meeting returned to regular Session at 9:13 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, Alderman Tibbs and Alderman Wilmert) and none absent. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs. 

 

Alderman Neitzel moved to adjourn and Alderman Anderson seconded it.  There were eight yeas (Alderman Anderson, Alderman Carmitchel, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, Alderman Tibbs, and Alderman Wilmert,) zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 9:15 p.m.
