Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 21, 2014.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson (she arrived at 7:11 p.m.), Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

 

Mayor Snyder led the Pledge of Allegiance.

 

Public Participation

Mayor Snyder explained that April 30, 2014 would be Ms. McLaughlin’s last day with the City of Lincoln.  Ms. McLaughlin’s last meeting will be the Committee of the Whole Meeting on April 29, 2014.  Ms. McLaughlin will be working for the City of Bloomington soon.

 

Mrs. Rohlfs was present regarding the City’s budget.  She requested a revenue and expense report and was told she could get one.   She said when you look at the City’s budget you hope they can live within that budget.  The first red flag for her was a $1,000,000.00 line item for the TIF District.

 

Mayor Snyder said it would be a loan for a downtown project.  Mayor Snyder said it would be the issuance of a bond and would be funded by the increment generated by the project.  Mayor Snyder said the bond would be issued over 20 years (just a guess).

 

Mrs. Rohlfs asked about the utility tax in the budget.  Mayor Snyder said there were four things: fire and police pension, sewer, public safety complex (building) and possible downtown.  Mayor Snyder said the City of Lincoln is required to have a long term control plan in place by May of 2015.  Alderman O’Donohue said the $700,000.00 was not enough to make the repairs needed and will only take care of the plan and it would be probably in the neighborhood of $35,000,000.00. 

 

Mrs. Rohlfs asked about the organization for the Unified Committee.   Mayor Snyder said $81,000.00 is a combination of the support the City of Lincoln typically gives to organizations such as Regional Planning Commission, Balloon Festival, and remaining funds will streamline the organizations.  Mrs. Rohlfs said there was $15,000.00 in a line item for a dog park.  Mayor Snyder said that is for community enhancements.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Ordinances and Resolutions:

Ordinance# 2014-803  to amend City Code, various sections of the Historic Preservation Ordinance, pertaining to the Certificate of Appropriateness Applications, notification of applicants, notification requirements for public hearings, fees and penalties (tabled 4/7/14)

 

Alderman Anderson moved to remove from the table and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Alderman Tibbs moved to approve and Alderman Neitzel seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Ordinance # 2014-804 to amend City Code, 5-3-4, Burning in City, pertaining to recreational fires and landscape waste

 

Alderman Bauer moved to approve and Alderman Cooper seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Ordinance # 2014-805 to remove 2 hour parking limit on the north side of Broadway Street from the alley to the Hamilton Street

 

Alderman Tibbs moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.  Alderman Anderson said this parking is not just for the postal workers but for everyone. 

 

 

 

 

Resolution # 2014-287 to approve the City Budget for FY 2014-2015

 

Alderman Anderson moved to approve and Alderman Cooper seconded it.  Mayor Snyder thanked City Administrator Ms. McLaughlin, Department heads and City Treasurer Mr. Conzo for their work on the Budget.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Bids:

There were no Bids to come before the City Council.

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for March, 2014 and a copy is on file. 

City Clerk's Report for March, 2014 is on file. 

Department Heads reports are on file for March, 2014 (Police Department, Fire Department and Sewer Department).

 

New Business/Communications:

Approval of proposal to enter into contract with Retail Strategies for market analysis, strategic planning and retail recruitment in amount not to exceed $25,000.00 annually for four years

 

Alderman Hoinacki moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Endorsement of recommendation for the Creation of United Organization Committee

 

Alderman O’Donohue moved the City of Lincoln endorse the recommendation of folding the functions of the Chamber of Commerce, Economic Development Partnership, Abraham Lincoln Tourism Bureau of Logan County, and Main Street Lincoln as one organization and Alderman Anderson seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Announcements:

 

Alderman Horn invited everyone to a benefit for Robin Ingram on Saturday, April 26, 2014 for her family to help defray the expenses.

 

Alderman Bauer said for everyone to come out to the grand opening of the Lincoln College Heritage Museum at Lincoln College on Saturday, April 26, 2014 at 10:00 a.m. 

 

Mayor Snyder said the City Council will be talking with two companies interested in providing electric aggregation consulting services at the Committee of the Whole Meeting on Tuesday, April 29, 2014. 

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 7:36 p.m.

 

The meeting returned to regular Session at 8:10 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs. 

 

A picture of the City Council members will be taken on May 19, 2014 a half hour before the meeting. 

 

Alderman Neitzel moved to adjourn and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 8:13 p.m.
