Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, April 7, 2014.

 

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:13 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs), one seat vacant and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Ms. McLaughlin and Recording Secretary Mrs. Riggs.

 

 

 

Pledge of Allegiance:

 

The Pledge of Allegiance was led by Girl Scout Troop #6662 of Lincoln.

 

 

 

New Business/Communications:

 

Advice and Consent to Mayoral Appointment to fill aldermanic vacancy for Ward 1

 

 

 

Mayor Snyder recommended Scott Cooper to fill the vacancy in Ward 1.  Alderman Neitzel moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, one seat vacant, and none absent); motion carried.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, and none absent; motion carried.

Ordinance to amend City Code, various sections of Historic Preservation Ordinance, pertaining to Certificate of Appropriateness Applications, notifications of applicants, notification for public hearings, fees and penalties

 

 

 

Alderman Anderson moved to table and Alderman Horn.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Ordinance #2014-802Renaming Primm Road as Railer Way

 

 

 

Mayor Snyder said Friendship Manor will remain as Primm Road.  Alderman Horn moved to approve and Alderman Cooper seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Bids:

 

Approval of Sealcoating and Pulverization Bid by Beniach Construction in the amount of $453,443.60

 

 

 

Alderman Neitzel moved to approve and Alderman Hoinacki seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Unfinished Business:

 

There was no Unfinished Business to come before the City Council.

 

 

 

New Business/Communications:

 

Approve request from Alpha Omega Transit to operate a taxicab service in the City Limits 

 

 

 

Alderman O’Donohue moved to approve and Alderman Hoinacki seconded it.  Alderman Anderson asked if Alpha Omega had been informed.  City Clerk Mrs. Gehlbach said they had.  Alderman O’Donohue said he didn’t see a reason to hold off the vote.  Ms. McLaughlin said she contacted the City of Decatur and they are very pleased with their being in Decatur.  Alderman Bauer said there is a need for the handicap.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Authorization for Mayor to execute purchase agreements with IDOT to acquire the Lincoln Depot

 

 

 

Alderman Tibbs moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Advice and Consent to mayoral appointment to fill Economic Development Partnership Board

 

 

 

Alderman Horn moved to approve Rick Hamm to fill an open seat on Economic Development Partnership Board and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Petition by Main Street to block off Main Street from Kickapoo Street to McLean Street for LCHS Grand March on May 3, 2014

 

 

 

Alderman Tibbs moved to approve and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and 5 ILCS 120/2(c) (6) sale of real estate and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.  The meeting adjourned to Executive Session at 7:37 p.m.

 

 

 

The meeting returned to regular Session at 7:59 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.  Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, City Administrator Ms. McLaughlin, and Recording Secretary Mrs. Riggs.
