Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 7, 2014.

 

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:02 p.m. 

 

 

 

City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, American Water/EMC Manager Mr. Ferguson, Street & Alley Superintendent Mr. Landers, Building and Safety Officer Mr. Lebegue, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

 

 

 

Presentation by Dan Fulscher, Logan County EMA:

 

Dan Fulscher gave an update on what they are currently working on.  They are preparing a table top plan for the drill that will be held in two years with a tornado coming into the West side of Lincoln, in the industrial area.  What has been done already, it has been an eye opening experience as to what can happen.   They have seen the economic impact it has had on Washington, Illinois since their devastation last November.  The Logan County EMA has joined forces with the Chamber of Commerce to assist in doing the leg work. 

 

 

 

Mayor Snyder commended Mr. Fulscher and Mr. Storer for the work they do.  Mr. Storer sets up the exercises and does a tremendous job.  There is a room full of people doing this together. 

 

 

 

Mr. Fulscher said the 911 system was hit by lightning.  There was an issue with TSC (provider of the voice over internet) which is a Comcast carrier where people could not get through to 911.  The end of May there was a software update completed and about a week ago the hardware update was completed.  EMA has put checkpoints in to make sure that this issue never happens again.  The 911 center receives approximately 1500 – 2400 calls per month.

Public Participation:

 

Mayor Snyder said Wanda Lee Rohlfs was present to talk about the TIF application funding and the redevelopment agreement.   Mayor Snyder said the final redevelopment agreement is not ready and both of those will be tabled tonight until July 15, 2014 at 7:00 p.m.

 

 

 

Mrs. Wanda Rohlfs had questions about the guidelines and the application.  Mayor Snyder said the guidelines had been passed months ago.  Mayor Snyder said the guidelines are for 23 years and a redevelopment agreement will override the guidelines.  Mrs. Rohlfs felt they should look at diversification.  Alderman Bauer felt that Mr. Lanterman had thoroughly thought this through. 

 

 

 

Mayor Snyder said Mrs. Rohlfs had received the information through the Freedom of Information Act when the application went online last year.  Alderman O’Donohue clarified that the property taxes pay the TIF District funds back.  Mayor Snyder said if they approve Mr. Lanterman’s application, more applications can still be taken.  Alderman Anderson said anyone interested could still apply over the next 23 years.  Alderman Neitzel said the TIF District information has been on the Lincoln Daily News, Logan County Herald and The Courier.  Mr. Lebegue said when the TIF district first began they had public hearings which included sending notices to the property owners.  The TIF District information was put on the city’s website a year ago. 

 

 

 

Mrs. Rohlfs said she had looked at least 5 other communities for the TIF applications and theirs were different than what the City of Lincoln has.  She felt there should be more diagrams.

 

 

 

Mr. Lebegue said the plans for this project are about ¾ inch thick.  Mayor Snyder asked Mrs. Rohlfs if she could talk to Mr. Lanterman to discuss what his plans are.  Mayor Snyder said he knew that Mr. Lanterman was hoping to bring people to Lincoln from out of town to see movies. 

 

 

 

Mr. Conzo said the property values can go up or down and that as a result, tax receipts from the property could go up or down.  Mr. Conzo stated that what Mrs. Rohlfs had been told earlier, by one of the Aldermen was not true. 

 

 

 

Alderman Tibbs said that Mr. Lanterman has movies for the hearing impaired which she felt made this a full service theater.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

Alderman Tibbs moved to approve and Alderman Cooper seconded it. Approval of letter to employee unions offering an early retirement incentive related to health insurance to City employees

Approval of bid for Sangamon Street demolition project

 

 

 

Alderman Neitzel moved to approve the bid of Mexus, Ltd of Springfield, Illinois in the amount of $59,235.00 and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Approval of TIF funding application from MMIL Entertainment & Approval of redevelopment agreement with MMIL Entertainment for the theatre expansion project

Mayor Snyder sent around the yearly Kroger community engagement report.

 

 

 

Mayor Snyder said the meeting on July 15, 2014 will include time for discussion about the changes to the building code ordinance.

 

 

 

Mayor Snyder said the downtown streetscape will begin after Balloon fest. 

 

 

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. The meeting adjourned to Executive Session at 8:07 p.m.

 

 

 

The meeting returned to regular Session at 8:30 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs. 

 

 

 

Alderman Neitzel moved to adjourn the meeting until 7:00 p.m. on July 15, 2014 and Alderman Anderson seconded it. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.
