Minutes of an Adjourned City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, July 15, 2014.
Mayor Snyder called the Adjourned City Council Meeting to order at 7:06 p.m. City Clerk Mrs. Gehlbach called the roll call. There were six Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, and Alderman O’Donohue), and two absent (Alderman Hoinacki and Alderman Tibbs). Also present were Street Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, EMC/American Water Mr. Ferguson, Fire Chief Miller, and Police Chief Greenslate. Also present were Mayor Snyder, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.
Ordinances and Resolutions
Ordinance replacing Title 4 of the City Code regarding the City’s building code regulations (tabled 6/24/14)
There was no action on this Ordinance.
New Business/Communications:
Approval of TIF funding application from MMIL Entertainment (tabled 7/7/14) and Approval of redevelopment agreement with MMIL Entertainment for the theatre expansion project (tabled 7/7/14)
Alderman Bauer moved to remove from table Approval of TIF funding application from MMIL Entertainment (tabled 7/7/14) and Approval of redevelopment agreement with MMIL Entertainment for the theatre expansion project (tabled 7/7/14) and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue) zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.
Mr. Lanterman said he has been working on this project for two years. Mr. Lanterman has been hearing very good things from young people that are coming to the movies.
Alderman Neitzel felt this was a good project and would push the City of Lincoln to the next step. Mr. Lanterman wants this to be a place for people that don’t live in Lincoln to come to Lincoln to see what Lincoln has to offer. Mr. Conzo said there could be a cost of approximately $60,000.00 but could be lower.

Alderman Anderson moved to approve and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue), zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.
Approval of redevelopment agreement with MMIL Entertainment for the theatre expansion project as Ordinance #2014-814
Alderman Neitzel moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue), zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.
Alderman Neitzel moved to adjourn the meeting and Alderman Anderson seconded it. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, and Alderman O'Donohue), zero nays, and two absent (Alderman Hoinacki and Alderman Tibbs); motion carried.
The City Council Meeting was adjourned at 7:16 p.m.
