Council Minutes

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, July 21, 2014.

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water/EMC Manager Mr. Ferguson, Deputy Chief Geriets, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

 

Boy Scouts, who were in the audience, led the Pledge of Allegiance.

 

Public Participation

Deputy Chief Geriets addressed the Mayor and City Council.  He has been on the Police Department for 25 years.  His mother, step father and two daughters were present. 

 

New Business/Communications:

Resignation letter from Deputy Police Chief Mike Geriets

 

Police Chief Greenslate presented a metal of merit for Deputy Chief Geriets.  Mayor Snyder thanked Deputy Chief Geriets for his years of service.  Alderman Bauer was very grateful for Deputy Chief Geriets dedicated service.  Alderman Tibbs has known Deputy Chief Geriets almost all of his life and wished him well. 

 

Public Participation

Mayor Snyder asked to have a moment of silence in memory of Lou Schick who passed away unexpectedly over the weekend.

Approval of fast track demolition of property at 412 N. Oglesby Avenue by Jim Moody Excavating at an estimated cost of $6,200.00

Approval of petition for closing of various streets from Harvest of Talents for 5K run on Saturday, October 25, 2014 beginning at 7:00 a.m.

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Ordinances and Resolutions:

Ordinance replacing Title 4 of the City Code regarding the City’s Building Code Regulations (tabled 6/4/14)

 

This remained on the table. 

 

Appropriation Ordinance for FY 2014-2015

 

City Treasurer Mr. Conzo said this will be voted on at the Adjourned City Council Meeting and would require a motion to table.  This will be available at the City Clerk’s office.

 

Alderman Horn moved to table until the Adjourned City Council Meeting on July 29, 2014 and Alderman Cooper seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Bids:

There were no bids to come before the City Council. 

 

Unfinished Business:

There was no Unfinished Business to come before the City Council.

 

Reports:

City Treasurer Mr. Conzo gave an oral report for June, 2014 and a copy is on file. 

City Clerk's Report for June, 2014 is on file. 

Department Heads reports are on file for June, 2014 (Fire Department, Police Department, Building and Safety Office, Street and Alley Department, and Sewer Treatment Plant).

 

New Business/Communications:

Approval to hire a Police Officer from lateral hire list

 

Police Chief Greenslate was requesting to hire an officer from the lateral hire list to replace an officer.  Alderman Tibbs moved to approve and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

Endorsement of recommendation of the UCO and agreement to participate in the organization

 

Alderman Bauer moved to approve and Alderman Cooper seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Neitzel, and Alderman O'Donohue), two nays (Alderman Horn and Alderman Tibbs), and none absent; motion carried.

 

Announcements:

There were no announcements to come before the City Council. 

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c) (1) personnel and to 5 ILCS 120/2(c) (11) pending, probable or imminent litigation and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

The meeting adjourned to Executive Session at 7:36 p.m.

 

The meeting returned to regular Session at 8:20 p.m. 

 

City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried. Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs. 

 

Alderman Neitzel moved to adjourn the meeting to Tuesday, July 29, 2014 at 7:00 p.m. and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

The City Council Meeting was adjourned at 8:20 p.m.
