Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 4, 2014.

 

 

 

Alderman O’Donohue called the regular City Council Meeting to order at 7:00 p.m. 

 

 

 

City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Anderson (she arrived at 7:05 p.m.), Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and one absent (Alderman Hoinacki). Also present were Fire Chief Miller, Street & Alley Superintendent Mr. Landers, Building and Safety Officer Mr. Lebegue, and Police Chief Greenslate.  Also present were City Treasurer Mr. Conzo, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.   Mayor Snyder was absent.

 

 

 

3. Alderman O’Donohue led The Pledge of Allegiance. 

 

 

 

4. Presentation of CEO Program by Lincoln/Logan County Chamber of Commerce:

 

Ms. Andi Hake and Mr. Robert Bagby were present. 

 

 

 

Ms. Andi Hake began with a short video about the CEO (Creating Entrepreneurial Opportunities) by Midland Institute. Midland Institute is located in Effingham, Illinois.  CEO is funded by investors.  Students apply to be in the classes and come from multiple school districts.  These are real tangible businesses.  They learn the process for a business, give presentations twice a year and these are legitimate businesses.  The CEO program by Midland Institute is coming for the school year 2015/2016 to Logan County High School students.  Investors are needed to assist with hiring a teacher, other expenses, and the renewal fees.  There will be a one time $20,000.00 institute fee and the Chamber currently has $10,000.00 to lock in their CEO spot for the school year 2015/2016.  The website for Midland Institute is midlandinstitute.com.

 

 

 

Mr. Robert Bagby said he had been to Effingham three times and feels this is a very exciting opportunity.

 

 

 

5. Public Participation:

Fire Chief Miller said Fire Fighter Wood was unavailable and will be sworn in at a later date. 

 

 

 

6. Alderman O’Donohue called for the Consent Agenda by Omnibus Vote:

Approve minutes of the July 29, 2014 Public Hearing, July 15, 2014 Committee of a Whole Meeting, July 15, 2014, June 24, 2014 and July 29, 2014 Adjourned City Council Meetings and July 21, 2014 Regular City Council Meeting

 

Petition by Lincoln/Logan County Chamber of Commerce requesting additional street closures during the 2014 Art & Balloon Festival

 

Petition by Lincoln Area Running Club to close various streets to hold the “Two Mile Tune Up Road Race” on September 13, 2014 (proof of insurance attached)

 

 

 

Alderman Anderson moved to approve the Consent Agenda as posted and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent ( Alderman Hoinacki); motion carried. 7. Ordinances and Resolutions

 

B. Ordinance #2014-816 Authorizing the issuance of General Obligation Refunding Bonds (Alternate Revenue Source), series 2014, in an aggregate principal amount not to exceed $6,000,000.00 for the purpose of refunding the outstanding Illinois Environmental Protection Agency Loan and paying for costs related thereto

 

 

 

Alderman Neitzel moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were six yeas (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), one abstention (Alderman Anderson), zero nays, and one absent ( Alderman Hoinacki); motion carried.

 

 

 

A.  Ordinance replacing Title 4 of the City Code regarding the City’s Building Code regulations (tabled 6/24/14)

 

 

 

This was not acted on.

There were no Bids to come before the City Council.

11. New Business/Communications:

 

A.  Approval of City purchasing and emergency finance procedures

 

 

 

Alderman Bauer moved to approve and Alderman Cooper seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were three yeas (Alderman Bauer, Alderman Cooper, and Alderman O'Donohue), four nays (Alderman Anderson, Alderman Horn, Alderman Neitzel, and Alderman Tibbs), and one absent (Alderman Hoinacki); motion failed.

 

 

 

C. Approval of change order #3 for Pulaski Street reconstruction project in the amount of $11,924.00

 

 

 

Alderman Cooper moved to approve and Alderman Anderson seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

 

B. Approve Request to fill vacancy in Street Department

 

 

 

Alderman Anderson moved to go into Executive Session under 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

 

The meeting adjourned to executive session 7:37 p.m.

 

 

 

The meeting returned to Regular Session at 7:55 p.m.

Alderman Anderson moved to approve and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were three yeas (Alderman Anderson, Alderman Bauer, and Alderman Horn), four nays (Alderman Cooper, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), and one absent (Alderman Hoinacki); motion failed. Alderman O’Donohue explained that the City Council votes on new hires that are on the Civil Service approved list, although it is governed by the Civil Service Commission rules.

There were no announcements to come before the City Council.

 

 

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and one absent (Alderman Hoinacki); motion carried.

 

 

 

The City Council Meeting was adjourned at 7:56 p.m.
