Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, September 9, 2014. 

 

Those present were Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs.  Also present were Building and Safety Officer Mr. Lebegue, Street Department Superintendent Mr. Walters, EMC/American Water Mr. Ferguson, Fire Chief Miller, and Police Chief Greenslate.  Also present were Mayor Snyder, City Attorney Mr. Bates, City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.  

 

Mayor Snyder called the meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll call.  There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs) and none absent.

 

Mayor Snyder led the Pledge of Allegiance.

 

Public Participation:

Mr. Bob Rankin was present on behalf of the Railsplitter Festival and requested $1,000.00 from the City of Lincoln.  The festival will be held September 20 and 21, 2014 with 20 people out of town or out of state attending the festival.  The Railsplitter Festival has lowered their admission price from $3.00 to $1.00. 

 

Mayor Snyder said the City has sponsored the Railsplitter Festival in the past and would be able to give the Railsplitter Festival $1,000.00.  A funding agreement will be drafted between the City and any entity requesting funds from the City.  The funding agreement will be on the agenda for Monday, September 15, 2014. 

 

Mr. Clint McGinnis was present to discuss his neighbor at 826 N. McLean Street who is bullying him. The neighbor's daughter is a City of Lincoln police officer.  This neighbor has built a garage that Mr. McGinnis believes is deteriorating the neighborhood.  The neighbor has parked his vehicle, in his driveway which is close to Mr. McGinnis's bedroom window. 

 

Funding agreement with Logan County Regional Planning Commission:

Mayor Snyder said a funding agreement in the amount of $12,500.00 with the Logan County Regional Planning Commission has been drafted.  This item will be placed on the Consent Agenda for Monday, September 15, 2014. 

 

Annexation agreement with Heritage Packaging:

This item was put on hold for a future C.O.W. meeting. 

 

 

Bids for new Street Department Truck:

Street Superintendent Mr. Landers said they sought bids for two (2) one ton dump trucks.   The bid opening was conducted today, Tuesday, September 9, 2014. The City of Lincoln received 5 bids with the lowest bid for the truck by Jim Xamis Ford Fleet Sales bid in the amount of $25,315.00 for each one ton truck.  The body is a Koenig Body & Equipment, Inc. of Peoria in the amount of $11,998.00.  He was seeking approval of the City to purchase two units at the total cost of each unit of $37,313.00.

 

This item will be placed on the agenda for Monday, September 15, 2014. 

 

Mr. Landers said the City of Lincoln has acquired salt through two different vendors.  The City currently has approximately 530 tons on the ground and will probably have another 80 tons coming in.  The City should have plenty of salt for the winter. 

 

Mr. Landers said the City has met all of their obligations according to the lease agreement with R & R Services (this is company that will be doing the grinding at the City landscape waste facility).  It is R & R Services responsibility to have the water line connected to the Illinois American Water main per this agreement for fire prevention. Mr. Landers said the City has received their burn permit.

 

Discussion re: possible policy on animal trapping:

Mayor Snyder had a handout for the Aldermen which had the names of the three licensed contractors in Logan County. 

    

Alderman Bauer said she had some phone calls on this issue and said this information needs to be given out to the public.  Alderman Tibbs said there is a problem with skunks in Lincoln and residents need to keep food (people and animal) and garbage contained in closed containers.  Alderman O'Donohue said the cost of this should be up to the homeowners.  Mayor Snyder said brush also needs to be cleaned up.  Mayor Snyder said he would get this information out to the citizens of Lincoln. 

 

Advance checks for IML attendees:

Mayor Snyder said this will be on the consent agenda for Monday, September 15, 2014. 

 

Other discussion:

Alderman Tibbs said this weekend the City will be full of visitors for the Route 66 soccer tournament.  Alderman O'Donohue said the Tourism Bureau will have a booth at the Futbol Club tournament this weekend. 

 

Alderman Bauer said the Lincoln Rotary's chicken dinner is this Thursday evening at the American Legion. 

 

City Clerk Mrs. Gehlbach made the following announcement:

 

The established political party candidates for the following offices in the City of Lincoln will be nominated in the  February 24, 2015 Consolidated Primary election:  One Alderman in each of the following wards:  Ward 1, Ward 2, Ward 3 and Ward 4 which are all four year terms.  Petitions for this primary may now be circulated. 

 

The following documents are available in the office of the City Clerk.  These documents must be returned to this office during the filing period which is November 17-24, 2014.

 

Prospective candidates are strongly encouraged to read the State of Illinois 2015 Candidates Guide and the Election and Campaign Finance Calendar which can be downloaded from the State Board of Elections website at www.elections.il.gov.  Copies of these documents are available for viewing in this office from 9:00 a.m. until 5:00 p.m., Monday through Friday.  If you need additional information or further clarification, please contact this office by phone at 735-2815 or in person during regular business hours.  Copies of the City ward map area also available at the City Clerk's Office. 

 

Executive Session:  Personnel

 

Alderman Anderson moved to go into Executive Session pursuant to 5 ILCS 120/2(c)(1) personnel and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs), zero nays and none absent; motion carried.

 

The meeting adjourned to Executive Session at 7:43 p.m. 

 

The meeting returned to regular Session at 8:18 p.m. 

 

There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) and none absent. Also present were Mayor Snyder, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Alderman Neitzel made a motion to adjourn the meeting and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue and Alderman Tibbs), zero nays and none absent; motion carried.

 

The City of Lincoln Committee of the Whole Meeting adjourned at 8:18 p.m.
