Council Minutes

 

Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 15, 2014.

 

 

 

Mayor Snyder called the regular City Council Meeting to order at 7:00 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O’Donohue, and Alderman Tibbs) and none absent. Also present were Fire Chief Miller, Safety and Building Officer Mr. Lebegue, Street Superintendent Mr. Landers, and Police Chief Greenslate.  Also present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

 

 

 

Mayor Snyder asked for a moment of silence in memory of Ken Ebelherr, who had been a firefighter and Fire Chief for the City of Lincoln.  Mayor Snyder led the Pledge of Allegiance.

 

 

 

Public Participation

 

Mayor Snyder read a thank you note from the Oasis Senior Center for the City of Lincoln's donation. 

 

 

 

Consent Agenda by Omnibus Vote:

 

Payment of Bills

 

Approve funding agreement with Railsplitter Festival in the amount of $1,000.00

 

Approve funding agreement with Logan County Regional Planning Commission in the amount of $12,500.00

 

Approve checks issued in advance in the amount of $300.00 each for City officials who request advance payments to attend the IML conference

 

 

 

Alderman Anderson moved to approve the Consent Agenda as presented and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Ordinances and Resolutions:

 

There were no Ordinances or Resolutions to come before the City Council.

 

 

 

Bids:

 

Approval of bids from Jim Xmas Ford Fleet Sales and Koenig Body & Equipment Inc., for the purchase of two (2), one-ton trucks for the Street Department in the combined amount of $37,313.00 each

 

 

 

(The truckis  by Jim Xamis Ford Fleet Sales bid in the amount of $25,315.00 for each one ton truck.  The body is a Koenig Body & Equipment, Inc. of Peoria in the amount of $11,998.00.)

 

 

 

Alderman Tibbs moved to approve and Alderman Neitzel seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

 

 

Reports:

 

City Treasurer Mr. Conzo gave an oral report for August, 2014 and a copy is on file. 

 

City Clerk's Report for August, 2014 is on file. 

 

Department Head reports are on file for August, 2014 (Sewer Treatment Plant and Fire Department).

 

 

 

New Business/Communications:

 

Approval of employment agreement for City Administrator

 

 

 

Mayor Snyder asked for the approval to hire Clay T. Johnson as the new City Administrator. Alderman Anderson moved to approve and Alderman Bauer seconded it.  City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

Announcements:

 

Fire Chief Miller congratulated firefighter AJ Weakley on finishing his probationary period.

 

 

 

Mr. Landers said the landscape waste facility will be open Sunday 8:00 a.m. to 3:00 p.m. in conjunction for Together for Lincoln.

 

 

 

Alderman Bauer gave kudos to everyone who had anything to do with the soccer tournament this past weekend. Alderman Tibbs said it was a wonderful turnout.

 

 

 

Mayor Snyder said this weekend is the Railsplitter Festival.

 

 

 

Mayor Snyder said this weekend was also the IML conference that he and several Alderman will be attending. 

 

 

 

Alderman Neitzel moved to adjourn the meeting and Alderman Tibbs seconded it.  There were eight yeas (Alderman Anderson, Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs), zero nays, and none absent; motion carried.

 

 

 

The City Council Meeting was adjourned at 7:12 p.m.
